General Overview
Under the direction of the Associate Director of Clinical Services, coordinates and monitors addiction, prevention, and wellness promotion services and initiatives within the ADM Board Provider system for compliance with service standards, access, and collaboration, and evaluates for effective and efficient utilization of resources. Collaborates with ADM Board staff to accomplish departmental goals and objectives.

Essential Duties and Responsibilities

o    Administers support, resource identification and linkage to staff, providers and stakeholders on addiction, prevention, wellness promotion, and recovery supports.
o    Provides relevant content focusing on addiction, prevention, wellness promotion and recovery related sections of the Community Plan, Community Plan Update and other Board documents. 
o    Evaluates assigned agency budgets and program narrative summaries annually.
o    Coordinates addiction, prevention, wellness promotion, and recovery support activities within the ADM Board Provider Network by facilitating regular meetings, evaluating, approving and monitoring activities.  
o    Monitors expenditures and submits quarterly reports of time sensitive addiction, prevention, wellness promotion, and recovery support grants from state and federal sources.
o    Collects and submits quarterly system capacity reports to ODBH
o    Coordinates the Quick Response Teams throughout Summit County by providing technical assistance, onboarding new teams, collecting outcomes and holding quarterly meetings.
o    Maintains an awareness to new addiction, prevention, wellness promotion, and recovery support providers in Summit County. 
o    Participates in clinical reviews of contract agencies. 
o    Stays abreast of innovative treatment, prevention, wellness promotion, and recovery interventions to enhance the local system of care.
o    Works assigned schedule, exhibits regular and predictable attendance, and works overtime as required to meet workload demands.
o    Facilitates the Residential Access Meetings to ensure timely access to SUD residential treatment services.

Scope of Supervision
This position has no supervisory responsibilities.

Confidential Data
Maintains confidentiality of sensitive records and treatment information, client files and protected health information in compliance with Health Insurance Portability and Accountability Act (HIPAA), and established procedures.

Working Conditions 
Work is performed in a typical office environment with minimal exposure to dirt and dust and occasional exposure to outdoor temperatures. The noise level in the work environment is usually quiet and occasionally moderate with typical office sounds and conversations of others able to be heard throughout the office area.

Physical Demands / Work Environment 
While performing the duties of this job the employee frequently exhibits manual dexterity when working on the computer and frequently talks and hears when working with job contacts. The employee frequently sits for extended periods of time and occasionally stands and walks. Vision demands include close, relatively detailed vision, with the ability to adjust focus when typing and reading a computer screen and documents.
o    Ability to safely and successfully perform the position’s essential duties and responsibilities consistent with ADA, Family Medical Leave Act (FMLA), and other federal, state and local standards, including meeting qualitative and quantitative productive standards.
o    Ability to maintain regular, punctual attendance consistent with ADA, FMLA and other federal, state and local standards.
o    Must be able to occasionally lift and carry up to 15 pounds.
o    Must be able to listen and speak clearly on the telephone. 

Knowledge, Skills and Abilities  
o  Knowledge of Ohio Department of Behavioral Health certification standards, alcohol and drug addiction programs; mental health system and regulatory requirements; Ohio mental health and addiction laws; service standards for mental health, addiction and prevention services; client rights; professional ethics; mental health, addiction treatment and prevention program development; community and agency resources available to individuals with mental or addictive disorders.
o     Ability to understand, interpret and apply laws, rules and regulations; understand and interpret certification standards; provide technical assistance; set work priorities, respond to issues on a proactive basis and recommend viable solutions; organize work projects and manage multiple tasks simultaneously; accomplish short and long range objectives and goals; maintain accurate and complete work records and files; exhibit flexibility in work schedule and job assignments; develop and maintain effective working relationships with job contacts; actively listen to and provide feedback; protect confidential and sensitive information.
o     Skill in verbal and written communications; preparing written reports; application of Microsoft Office software and other job-related software; operation of standard office equipment.

Qualifications
A combination of education, training and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities.  An example of an acceptable qualification is: 
o    Master’s Degree in Social Work (preferred), Counseling, Psychology or related field and five years of work experience in addiction field.
o    Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

Licensure or certification requirement
o    A valid driver’s license and current automobile insurance.

Professional Certifications or licensure  
o    Active State of Ohio Licensed Independent Social Worker (LISW), Licensed Professional Clinical Counselor (LPCC), or Licensed Independent Chemical Dependency Counselor (LICDC), with Supervisory Designation (preferred);. Ohio Certified Prevention Specialist Assistant (OCPSA), in addition to the above mentioned, preferred or obtainable within timeframe assigned by supervisor.
