Position Overview The Program Manager is responsible for ensuring high-quality services and effective daily operations of all aspects of SF TAY Rapid Re-housing and Rising Up Programs. These programs provide direct services to individuals experiencing homelessness during the transition age (18-24), with a focus on housing, education, employment, and healthy living for independent living preparedness. This role supports the mission to address and reduce youth homelessness in San Francisco. Duties include contract, site, services and human resources management (hiring, evaluation, coaching, training). The Program Manager leads program outcomes, supports best-practice implementation, cultivates external opportunities and partnerships, organizes community-building events, coordinates with contract partners and stakeholders, and supervises direct-service staff. This position is onsite at our Oakland Headquarters a minimum of 3 days per week, with work in San Francisco and the surrounding Bay Area. Responsibilities Program Operations Manage assigned programs and projects to ensure compliance with program, agency, and regulatory policy. Provide leadership and guidance to staff on all components and processes of First Place for Youth, with emphasis on assigned programs. Review data to monitor quality of services, track outcomes, and guide support areas. Develop, evaluate, and refine service delivery, including field training, to ensure quality and effectiveness; ensure high fidelity to agency standards and competencies. Provide oversight and compliance checks to ensure accuracy and integrity of documentation. Collaborate with the director to support budgeting, contract control, reporting and renewal, and all aspects of programs/projects. Oversee day-to-day operations of single-site affordable housing and scattered-site rapid rehousing partnerships; track outcomes, implement case plans, support housing retention, and coordinate transition planning toward self-sustainability. Represent the agency professionally in meetings with partners and at other relevant forums to advance the mission and goals. Talent Management Hire, train, develop and supervise direct service staff; ensure adherence to job requirements and qualifications. Manage performance of direct service staff to meet housing retention, case management, education and employment coaching outcomes. Provide weekly one-on-one supervision and ongoing in-service training to maintain a highly qualified team. Support staff in achieving housing stability and income attainment toward long-term stability. Ensure housing information accuracy (applications, rapid rehousing, eviction prevention) for staff and participants. Facilitate regular team meetings at housing sites to increase collaboration and program fidelity. Ensure timely and accurate entry of program data to support evaluation and outcomes tracking. Conduct yearly reviews of direct reports per work plans. Community Outreach and Engagement Cultivate partnerships across jurisdictions with local businesses, employment services, educational institutions, and social service supporters to help participants reach goals. Provide leadership in collaborative meetings with program partners and attend/represent agency interests at community meetings. Participate in coordinated entry and matching meetings to promote rapid engagement of youth with program staff. Support staff and youth in navigating housing provider eligibility and regulatory requirements. Respond effectively to vacancies, transitions, and housing concerns; maintain positive relationships with affordable housing providers. Arrange site visits and tours for funders and partners to demonstrate program impact. Direct Youth Support Provide in-the-moment support for conflict resolution, safety planning, or crisis de-escalation as needed. Provide direct support to participants during staff absences or vacancies. Other duties as assigned. Qualifications Bachelor’s degree required; Master’s in counseling, psychology, or social work is a plus. Four years of experience with at-risk youth, including homeless youth or work in affordable housing; related MSW or equivalent may count for two years. Strong dedication to cultural competency and removing barriers to belonging. Two+ years of supervisory experience in a high-energy environment preferred. Proven ability to organize, manage and evaluate programs, events, campaigns, or productions. Valid driver’s license, dependable car, and proof of insurance preferred. Proficient in Microsoft Office and related software; experience with databases is a plus. Strong written and verbal communication skills and ability to analyze information.
