Job Title Building Inspector I / Building Inspector II / Building Inspector III Overview Perform rule-specific inspection activities in the review of plans and inspections of new building projects, alterations, and repairs to enforce codes, ordinances, and established standards. Depending on qualifications, incumbents may be assigned to any one or any combination of inspection discipline areas. Responsibilities Building Specialty Inspection – Inspect residential and commercial construction and applicable methods, practices, materials, codes, ordinances, and policies used in construction work as related to building construction. Plumbing/Mechanical Specialty Inspection – Inspect residential and commercial construction and applicable methods, practices, materials, codes, ordinances, and policies related to plumbing and mechanical construction. Electrical Specialty Inspection – Inspect residential and commercial construction and applicable methods, practices, materials, codes, ordinances, and policies related to electrical construction. Roofing Combination Inspection – Inspect roofing installations on one- and two-family residences, multi-family, and commercial buildings, including building, plumbing, mechanical, and electrical inspections incidental to the roofing work. Residential Combination Inspection – Inspect building, plumbing, mechanical, electrical, and roofing installations on one-, two-, and three-family residences for conformance with applicable codes and ordinances. Multi-Family Residential and Light Commercial Combination Inspection – Inspect building, plumbing, mechanical, electrical, and roofing installations on specific types of building permits for multi-family and commercial buildings qualifying for inspections by Light Commercial Inspectors. Residential Combination & Structural Plan Review – Review all building plans and supporting materials for one-, two-, and three-family dwellings, accept and review building permits to ensure compliance, prepare correction notices, and inspect all work, including complex installations. Non-Structural Building Plan Review – Review complex building plans and supporting materials for commercial and multi-family buildings, accept and review building permits, prepare correction notices, and inspect all work including complex installations. Plumbing/Mechanical Plan Review – Review all building plans and supporting materials for plumbing and mechanical installations, accept and review building permits, prepare correction notices, and inspect all work including complex installations. Electrical Plan Review – Review all building plans and supporting materials for electrical installations, accept and review building permits, prepare correction notices, and inspect all work including complex installations. Project Management – Develop and administer contracts for construction or plan review projects, inspect construction to ensure compliance, manage and coordinate projects from conception through completion, and assist project teams with approval, plan review, permit issuance, and inspections. Enforcement Case Management – Investigate complaints for code deficiencies, manage contracts to demolish or repair structures with identified deficiencies, and coordinate with agencies in case management. Qualifications Education and Experience – Equivalent to completion of the 12th grade and one year of building inspection experience within one or more disciplines for a municipal or county agency, or three years of journey-level experience in a related field (plumber, electrician, carpenter, roofer). Alternatively, 21 units of college coursework in building inspection + certification, or one year of paraprofessional/technical work related to plan checking and inspections. Proof of Education – University/college transcripts or degrees must be submitted with the application and will be required at the time of appointment. Proof of Certification and/or License – Certification and/or license must be submitted with the application and will be required at the time of appointment. Special Qualifications – Driver License: Valid California Class C required at the time of appointment. Certification: Must possess certification from an approved organization in the specific discipline(s) within one year of appointment; maintenance required for continued employment. Probationary Period – Twelve-month probation at satisfactory performance before achieving permanent status. During probation, incumbents must meet the knowledge, abilities, and experience outlined per discipline. Work Context Perform basic plan review, routing, and project management activities; issue permits and fee calculations. Identify illegal construction activity and issue violation notices. Enter information into the Automated Permit System and perform electronic data entry, calendaring, and mail communication. Work with architects, engineers, contractors, builders, homeowners, tenants, and the public in field and office, explaining requirements and maintaining records. Operate a motor vehicle and personal computer or field entry devices. Lift, carry, and move tools, equipment, supplies, and plans up to 50 pounds, and work in confined spaces or all weather conditions.
