Position Summary

Cornerstone Signals & Cyber Technologies LLC has significant experience supporting the Intelligence Community and is excited for the opportunity to support the National Space Intelligence Center (NSIC) as it expands its capabilities in support of U.S. Space Force mission requirements.

To support this effort, Cornerstone seeks an experienced Secure Facilities Advisor – Facility Mechanical Engineer at Wright-Patterson AFB, Ohio. The Facility Mechanical Engineer provides engineering and technical advisory support throughout the design, construction, integration, commissioning, and acceptance of highly classified intelligence facilities.

The Facility Mechanical Engineer serves as a technical representative of the NSIC mission customer and coordinates with Government program managers, engineering organizations, architects and engineers (A/E), U.S. Army Corps of Engineers (USACE) representatives, security personnel, communications and IT specialists, and construction contractors. The engineer ensures facility designs and construction solutions satisfy NSIC operational, engineering, and secure-facility requirements.

This position does not perform construction activities . The engineer provides Government-facing engineering oversight, requirements analysis, design review, technical coordination, and construction-phase advisory support.

Primary Responsibilities

• Review facility designs, specifications, drawings, submittals, and proposed changes for compliance with NSIC mission, engineering, and secure-facility requirements.
• Evaluate mechanical systems supporting classified intelligence facilities, including HVAC, environmental controls, utilities, redundancy, resiliency, and related infrastructure.
• Apply ICD 705 and associated Intelligence Community secure-facility requirements throughout facility design, construction, modification, commissioning, and acceptance.
• Develop and validate facility requirements for SCIFs and other classified spaces.
• Translate operational and intelligence mission needs into actionable facility and engineering requirements.
• Coordinate technical issues among NSIC, Government engineering organizations, USACE, A/E firms, security organizations, and construction contractors.
• Participate in design reviews, construction meetings, technical interchange meetings, site inspections, and project status reviews.
• Evaluate Requests for Information (RFIs), design changes, field conditions, and proposed technical solutions for impacts to mission, engineering, security, and facility requirements.
• Identify engineering, security, schedule, integration, and facility risks and recommend mitigation actions.
• Drive resolution of construction deficiencies and discrepancies that affect mission capability, facility performance, or secure-facility accreditation.
• Coordinate mechanical requirements with electrical, communications, IT, physical security, fire protection, structural, and other facility disciplines.
• Support facility testing, commissioning, turnover, acceptance, accreditation, and transition to operations.
• Develop technical assessments, briefings, decision papers, status reports, and recommendations for Government leadership.
• Maintain traceability between NSIC mission requirements, approved designs, construction changes, and final facility capabilities.
• Verify completed facility systems and infrastructure align with approved requirements and support NSIC operational needs.

Required Qualifications

• Bachelor's degree in Mechanical Engineering or a closely related engineering discipline.
• Demonstrated experience supporting SCIF, SAPF, or other classified/secure facility design, construction, or modernization projects .
• Working knowledge of ICD 705 and associated secure-facility design and construction requirements.
• Experience reviewing engineering drawings, specifications, construction documents, technical submittals, and proposed design changes.
• Experience coordinating technical activities among Government customers, A/E organizations, construction contractors, and engineering stakeholders.
• Strong knowledge of mechanical building systems and their integration within mission-critical facilities.
• Demonstrated ability to identify technical risks, assess mission impacts, and develop recommended solutions.
• Ability to communicate complex engineering issues and recommendations to technical personnel, program managers, and senior Government leadership.
• Strong written and oral communication skills.
• Active Top Secret clearance with the ability to obtain and maintain SCI access and any required special accesses.

Highly Desired Qualifications

• Professional Engineer ( PE ) license.
• Direct experience supporting USACE, USAF, USSF, DIA, NGA, NRO, NASIC, NSIC, or similar DoD or Intelligence Community MILCON programs .
• Significant professional experience supporting DoD, Intelligence Community, or other Federal facility engineering programs; 12+ years of directly relevant experience is highly desired .
• Experience supporting ICD 705 accreditation processes and SCIF construction.
• Knowledge of TEMPEST-related facility considerations and their relationship to secure-facility design.
• Experience with mission-critical HVAC, redundant infrastructure, data centers, intelligence production facilities, or secure communications environments.
• Experience supporting facility testing, commissioning, acceptance, accreditation, and transition to operations.
• Experience identifying and resolving facility deficiencies during construction, commissioning, or Government acceptance.
• Previous experience representing a Government or end-user organization during secure-facility design and construction.
