The CCB was created in 1971 with the primary purpose of protecting consumers who do business with construction contractors. The CCB ensures that, to the extent possible, contractors comply with state laws and regulations regarding contracting, construction liens, construction law, licensing, employment, workers’ compensation insurance, safety, taxes, and permitting. The Enforcement section is managed by the Enforcement Manager who leads and directs the agency enforcement program. The Enforcement Section is responsible for multiple work units: Field Investigations, Compliance, Collections and Dispute Resolution. Overall, the Enforcement Section is focused on serving and protecting the public by responding to inquiries, complaints and construction related violations. The Field Investigation work unit conducts site visits to assess compliance with state licensing requirements, statutes, rules and law. The Compliance section applies applicable statutes and rules to allegations of noncompliance when received from the field and reviews new license applicants for suitability. The Dispute Resolution section accepts complaints from the public and other contractors and mediates those disputes. This position is represented by American Federation of State, County, and Municipal Employees Union (AFSCME). The CCB is hiring for a Full-Time, permanent, Field Investigator. The classification for this position is a Compliance Specialist 2. Here’s what you will do: Investigations and Data Analysis Uses critical thinking skills and investigative experience while applying the rules and statutes in practical application on live jobsites for fact analysis. This position requires daily travel. Collect, analyze, and interpret information relating to violation in accordance with the rules of evidence for active and non-active jobsites. Uses generally recognized investigative techniques. Conduct on-site review to determine compliance. Apply and interpret governing statutes, administrative rules, policies, and procedures relevant to violations. As an agent of the board, has the authority to impose sanctions for violators. Prepare investigative reports with exhibits showing evidence of a violation that may be used in an administrative hearing or court of law. Testify as a witness in contested case hearings. Issue citations to violators and prepare compliance reports on violations observed in field. Use De-escalation skills to diffuse elevated conversations in person on jobsites. Minimum Qualifications: Four years’ experience completing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations. Two of the four years must be above the technical support level. (Note: some positions may require experience in a specific regulatory industry or program) Note: college-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years. Special Requirements: To serve both our consumers and contractors effectively, the regional coverage area for this position is spans Morrow, Grant, Umatilla, Union, Wallowa, Baker Counties; travel outside of these areas is required during specific months of the year for up to a week at a time. Based on business and operational needs, the candidate should reside within the following counties for consideration: Union, Umatilla Field Investigator Specifics: The role of this employee requires special skills with people, special knowledge of onsite- live investigation techniques and in person deescalation experience. This position requires a willingness to travel long distances and stays out of the defined coverage area for up to 1 week at a time once a month. The job also requires the ability to remain calm during conflict, strong powers of observation, and common mediation techniques. This position also requires knowledge of basic contract and construction law. This employee must be able to spot illegal issues that need gained compliance through assistance by the agency. The person in the position will use a State of Oregon vehicle for travel through the state. A valid driver’s license and a good driving record are required. A pre-employment check will be accomplished using information retrieved from Oregon Department of Transportation’s – DMV Division. Requested Skills/Desired Attributes: Strong and proven experience effectively communicating orally and in writing with a variety of people answering questions, gathering, and exchanging information. Advanced knowledge and application of proper grammar, punctuation, spelling, capitalization, and sentence structure. A strong understanding of time management techniques and ability to resolve problems and create solutions with minimal guidance. Experience confronting and discussing illegal activity in person with industry professionals and homeowners on jobsites. (sometimes secluded) Explain in writing and verbally, complex technical and regulatory information in an understandable language to people of diverse education, language and cultural backgrounds. Use computer software to compile, analyze and report information. Evaluate information to determine cause of error. Identify the nature of problems. Establish and maintain effective working relationships with people from varying backgrounds. Find and identify essential information from written material. Make judgments about or assess the value, importance or quality of situations. Evaluate information against a set of standards and verify that it is correct. Interpret laws, rules and regulations and apply them to varying compliance situations. Prepare clear and concise written reports. Easily establish rapport with others to interview them and obtain information and facts. Compile and summarize findings and recommend reasonable actions based on the findings. Analyze conflicting allegations or data and reach logical conclusions. Gather data, analyze and review information individually and with teams. Effectively handle difficult or angry people. Ability to maintain control of meetings between multiple parties during interactions. Working Conditions: This position is assigned to a mobile workplace, and the work is performed in a variety of locations. Business needs require this position to be assigned as a mobile worker. Mobile work may encompass a district, region, or other geographic location. Although work is generally done in the field throughout the State of Oregon, follow-up reports can be completed from home or office during designated times. The employee may also work in the office recording investigation information, train with other staff, and participate in section meetings and training whenever requested by the Enforcement Manager. Daily and overnight travel (for up to one week several times a month) from work location to statewide locations will be required. This employee may deal with angry, sometimes irrational persons, in person on a daily basis. This position will be assigned a variable schedule. The working hours will occur between a specific set of hours between 7:00 am to 6:00 pm, depending on the workload. These hours change frequently during sweeps, coordinated operations, or as needed for scheduled mediations. (alternative schedule requests are subject to approval by management).
