Senior Project Manager

Job Summary:

The Senior Project Manager/Leader is responsible for leading large-scale, complex, high-profile, and high-risk projects within OPS I&IT initiatives. This role ensures project deliverables meet business requirements on time, within scope, and budget while emphasizing cost-effectiveness, efficiency, and compliance with OPS project management methodologies and frameworks. Responsibilities:

• Provide project management for large, complex projects with high visibility and risk.
• Lead organizational development, strategy development, business planning, and funding requests.
• Gather and develop detailed project requirements and maintain integrated project schedules.
• Monitor and forecast project costs, ensuring targets are met and budgets are controlled.
• Develop and manage project schedules, deliverables, and scope.
• Promote adherence to I&IT project management best practices and methodologies.
• Direct project teams to deliver on time and in compliance with government and ministry standards.
• Coordinate and monitor project processes, develop and communicate guidelines and procedures.
• Source, onboard, and manage team members including unionized employees and consultants.
• Resolve resource and interpersonal conflicts, negotiate resource changes, and ensure knowledge sharing.
• Develop complex project budgets involving multiple funding sources and cross-ministry dependencies.
• Identify and mitigate risks proactively, escalating issues to senior executives as needed.
• Establish and participate in steering committees and stakeholder forums.
• Provide project, program, and portfolio reporting to senior executives and multiple stakeholders.
• Manage change effectively throughout all project phases to overcome resistance and capitalize on support.
• Promote OPS I&IT standards and best practices for quality control and resource management.
• Stay aware of emerging I&IT trends and adapt project approaches accordingly.

Required Skills & Certifications:

• Extensive experience in project management of large, complex IT projects.
• Strong ability to develop and manage project schedules, budgets, and scope.
• Proven leadership skills in directing diverse project teams and managing conflicts.
• Experience with government and ministry standards and compliance.
• Strong risk management and mitigation expertise.
• Excellent communication and stakeholder management skills, including reporting to senior executives.
• Knowledge of OPS project management methodologies and frameworks.
• Ability to manage unionized employees and fee-for-service consultants.
• Fiscal control and accountability experience for large project budgets.

Preferred Skills & Certifications:

• Knowledge of Project Management Institute's PMBOK (Project Management Body of Knowledge).
• Understanding of Information Management principles, concepts, policies, and practices.
• Familiarity with Accessibility for Ontarians with Disabilities Act (AODA) and related standards.
• Experience in recommending technology acquisitions including software and hardware.
• Ability to anticipate and troubleshoot project issues and conflicts effectively.
• Experience managing client relationships and expectations.
• Public sector project management experience.

Special Considerations:

• Must be able to manage projects involving unionized staff and external consultants.
• High level of accountability for fiscal controls and compliance.
• Ability to work within a dynamic IT environment with changing trends and methodologies.
• Requires proactive risk identification and escalation to senior leadership.
• Onsite presence required for 5 days as part of project needs.

Scheduling:

• Standard work schedule with potential for full-time onsite presence as required (5 days onsite).
• May require flexibility to meet project deadlines and stakeholder needs.
