Job Description

PURPOSE SUMMARY. The Deputy Director supports the Director in the administration of the department and directly oversees, manages, and directs the operation of assigned areas and programs.

ESSENTIAL DUTIES.

1. Department Administration

• Act as the Director in their absence performing such tasks as approving human resources and finance functions, communicating with elected officials and attending meeting/events.
• Monitor department budgets and expenditures, determine budget and staffing needs, and make recommendations for efficient use of human and fiscal resources.
• Assist with the development of the department’s strategic plan, track and report on progress toward strategic goals.

1. Personnel & Organizational Development

• Provide leadership and guidance to staff (Engineering, Grants Administration and GIS staff), including assignment of work, training, supervision, and professional development.
• Administer personnel policies and procedures; conduct interviews, performance evaluation, coaching, counseling, and disciplinary actions as needed.
• Oversee performance management processes and ensure a healthy and safe work environment.
• Will be required to administer specific training as directed.

1. Department Operations

• Assist the Director in managing all operational and procedural aspects of the department including analyzing and developing departmental goals, policies and procedures, and implementing systems or policies to ensure efficient delivery of current services and to establish new services.
• Conduct research, trend analysis, and produce statistical, regular, and ad hoc reports to document outcomes and support a quality improvement process.
• Use data and best-practice models to develop and implement programs that improve operations and activities at the Detention Center; recommend improvements and modifications; prepare various reports on operations and activities; recommend improvements in workflow, procedures and use of equipment and forms.
• Assist with and provide input to develop strategic objectives for the department and programs.
• Serve as principal investigator or program director for grant applications and funded program as assigned.
• Implement continuous quality improvement process for assigned programs.
• Coordinate with other county departments and external partners, both governmental and non-governmental.
• Review internal and external complaints, proactively address problems and areas of concern, and compliance with established policies and procedures regarding the safety and welfare of staff and prisoners.
• Communicate, coordinate and serve as a representative on divisional operations and activities with other law enforcement and criminal justice agencies.

1. Regulatory Compliance & Reporting

• Monitor and evaluate legislative and regulatory activity; recommend and implement changes to ensure compliance.
• Ensure compliance with all standards and local, State and Federal laws regulating the operation of detention facilities and victim’s rights.
• Maintain accurate and compliant records as required by law or policy.
• Responsible for knowing and abiding by all department and county policies and procedures.

ADDITIONAL DUTIES. Other duties as assigned.

QUALIFICATIONS.

1. Education. Bachelor’s Degree from an accredited college or university in police administration, criminal justice, public administration or a related field.
2. Experience. Ten (10) years of experience in detention, corrections, law enforcement or police administration of which at least five (5) must have been as a supervisor.
3. Education/Experience substitution. N/A
4. Licenses/Certifications. Valid driver’s license. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy. Must be able to obtain certifications for CPR, First Aid, Defensive Driving and Controlled F.O.R.C.E required within 90 days of hire. American Jail Association(AJA) Certified Jail Manager required within 12 months of hire.
5. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license

record, etc.). Post-offer medical exam, credibility/detection assessment, psychological exam, background check, NCIC, and driver's license record. Employees promoted internally must have successfully completed the Detention Center academy prior to appointment. External hires are required to attend and successfully complete the seven-week academy.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:

Knowledge of:

• Laws and regulations regulating the operation of holding facilities and victim’s rights as well as departmental policies and procedures.
• ACIC/NCIC/PACE/AFIS systems.
• Booking and jailing of male and female prisoners
• Local, State and Federal regulations relating to security and privacy.
• Federal, State and local law enforcement agencies and their functions, jurisdiction procedural and operational relationship to police detention.
• Budget principles and practices.
• Modern supervisory, training and evaluation methods, theories and practices.
• Microsoft Windows Office products.

Skill in:

• Computer equipment and software for spreadsheets and databases.
• Conducting complete and accurate investigations.
• Statistical analysis, research methods, and report presentation.

Ability to:

• Establish and maintain effective working relationships.
• Use logical and creative thought process to develop solutions according to written specification and/or oral instructions.
• Provide leadership to manage and mentor staff and supervise two 24-hour holding facilities as well as perform the essential functions of an officer.
• Comprehend and make inferences from material written in the English language.
• Listen and communicate clearly and concisely, both orally and in writing and interact effectively with individuals of varied social, economic, cultural and ethnic backgrounds, co-workers, subordinates and other staff.
• Learn and perform first aid and Cardiopulmonary Resuscitation (CPR) procedures.
• Deal effectively with upset individuals and when required, use sufficient physical force to complete the jailing and detention of detainees and inmates as to ensure the safety of all involved.
• Recognize unusual medical, physical or mental conditions of prisoners.
• Recall visual details.
• Testify in court.
• Proficiently perform computerized word processing, comprehension, summarizing and writing/editing.
• Make mathematical calculations and draw logical conclusions.
• Provide thoughtful and thorough analysis

Compensation Range

$81,328.00 - $132,704.00

Salary/Compensation: $81,328 - $132,704 per year
