Overview Job title: Security Assistance Financial Analyst. Department/Location: Washington, DC. Type: Full-time. Classification: Exempt. Required Security Clearance: U.S. Citizenship. IBTCI is a U.S.-based international development consulting company established in 1987, specializing in monitoring, evaluation, research, and learning (MERL) and institutional support across various sectors. The role supports the Office of Security Assistance (PM/SA) for global security oversight under a task order with the U.S. Department of State. PM/SA manages Foreign Military Financing (FMF), International Military Education and Training (IMET), and the National Security Engagement Account (NSEA). The role requires delivering clear alignment with U.S. foreign policy through effective program management. Assignment Title: Security Assistance Financial Analyst Department/Location: Washington, DC Technical Point of Contact: Project Director Work environment: This position will be based in Washington, DC. Remote work arrangements could be authorized in some cases. Working days and hours: Regular hours for the Washington, DC area (8:15 am – 5:00 pm EST); alternative work schedules may be approved, with adherence to PM Bureau core hours and in-person requirements. Physical requirements: Sedentary position; ability to speak, hear, see, and lift small objects up to 20 lbs. Travel may be required occasionally. Pay range: $110,000 to $128,000. Reasonable accommodations are available on request during the application process. General Duties and Responsibilities Serve as the main point of contact for financial systems matters for PM/SA. Assist the CORs/GORs in preparing and administering a program’s financial milestones across the grant and contract lifecycle (pre-award, award, post-award, closeout). Draft funding requisitions requested and approved by relevant regional program officer, Team Lead, or Deputy Director. Prepare invoices and associated documents for COR review and approval. Assist COR/GOR in developing and maintaining program budgets and related cost spreadsheets. Support CORs/GORs in maintaining a centralized database of PKO-procured items. Track obligated funds available for other funding commitments and maintain unliquidated obligations charts. Coordinate with vendors to obtain final cost information and funding requirements; determine available D&CP, ESF and PKO/NSEA funding for de-obligation; submit requisitions to de-obligate prior year funds as directed. Assist with Independent Government Cost Estimates (IGCEs) by providing historical cost data as requested. Coordinate, input, and manage financial data in the Foreign Assistance Database and related systems. Develop and maintain centralized trackers for congressional notifications, allotments, apportionments, and other financial documents. Provide financial updates to staff as requested and attend program/contract/grant meetings as needed. Travel not anticipated except for financial management reviews with DoW counterparts. Apply knowledge of current federal budget policies and regulations to the work environment. Qualifications BA/BS from an accredited institution or equivalent experience related to the duties. Five (5) years of experience as a financial analyst. Three (3) years of experience with invoicing for contract and grant vouchers for the U.S. Government. Three (3) years of experience with price analysis, cost accounting techniques, and developing IGCEs with input from the program manager. Preferred Experience Prior experience with the U.S. Department of State or U.S. Department of War. Experience with USG financial management systems such as State’s GFMS. Security Clearance U.S. Citizenship required. Active Secret-level clearance required; an interim Secret clearance may be acceptable to start.
