Position Summary:

ISI is seeking a detail-oriented and growth-minded Construction Project Manager (PM3) with expertise in the construction industry to provide program and portfolio management services in support of a DoD client’s design and construction program. This role is ideal for candidates with a strong construction management foundation who also bring proven experience in administrative and program-level reporting functions. The PM3 will provide both technical oversight across active capital projects and high-level support for strategic planning, risk documentation, schedule performance tracking, and Government reporting responsibilities. The ideal candidate brings strong analytical skills, a detail-oriented mindset, and leadership engagement experience. You’ll work closely with government and contractor teams to help track schedules, costs, and project performance, and to develop documentation and tools that support executive decisions. The ability to lead and work as part of a team is critical. ISI is seeking an individual who will be a clear communicator, take initiative, and embrace project ownership.

Essential Job Functions

1. Portfolio-Level Construction Oversight. Coordinate with division directors and project managers to consolidate project portfolio information such as scope, cost, schedule, contractor performance, and alignment with mission objectives.
2. Interpersonal skills are a high priority for this position. The candidate must be able to:

• Demonstrate exceptional professionalism, discretion, maturity, and situational awareness when interacting with Government leaders, stakeholders, and project teams, including the judgment to determine when recommendations should be offered, deferred, or withheld.
• Thrive in fast-paced environments with shifting day-to-day priorities while maintaining awareness of broader program objectives, preserving continuity across workstreams, and remaining adaptable, resilient, and focused without taking change of direction personally.
• Possess refined listening, communication, and judgment skills, with the ability to process complex conversations, recognize both stated and implied concerns, accurately capture verbal guidance, distinguish actionable decisions from informal discussion, and retain key stakeholder priorities for future reference and follow-through.
• Bring a solid understanding of design and construction management and business operations, enabling effective coordination among technical and non-technical stakeholders.
• Maintain focus, organization, and attention to detail while managing multiple priorities, interruptions, and competing demands.

1. Develop and deliver executive-level reporting packages. Translate nuanced project and program requirements into concise PowerPoint presentations, technical memoranda, executive summaries, and leadership briefings that clearly communicate project status, schedule health, emerging concerns, and key decision points.
2. Own dashboard-driven portfolio reporting for senior stakeholders. Use Excel, Power BI, and available project databases to organize, validate, and transform portfolio data into concise tables, dashboards, and executive-level reporting products. Maintain reporting tools that track program progress, highlight schedule risk, and support timely Government decision-making.
3. Lead internal documentation efforts to inform policies, procedures, and best practices. Contribute to SOPs, lessons learned, post-occupancy reports, and continuous improvement documentation.
4. Monitor Cost and Earned Value Metrics. Support project performance evaluations using EVM, trend analysis, and cost reporting. Review and communicate schedule/cost variances with stakeholders.
5. Do you have experience tracking and reporting construction project financials, including budgets, expenditures, forecasts, or cost variances? If yes, briefly describe your experience.
6. Do you have experience developing or presenting construction project or program metrics, dashboards, or executive reports for leadership? If yes, briefly describe your experience.
7. Support Performance Work Statements (PWS) and Acquisition Tasks. Assist the Government in developing and reviewing PWS and RFP templates, and standard operating procedures. Gather background data and help document requirements.
8. Support Technical Reviews and Risk Assessments. Evaluate project risk registers and mitigation plans for consistency across the portfolio. Assist with the identification of risk escalation to the appropriate stakeholder. Support development of risk mitigation strategies.
9. Provide tactful, informal mentoring and support to project team members by recognizing development needs, sharing relevant knowledge, and helping others improve performance without creating unnecessary friction or undermining established reporting relationships.
10. Offer ideas and recommendations with confidence, humility, and appropriate timing, grounding advice in available facts, project data, professional experience, and program context rather than unsupported opinion.
11. Serve as a strategic interface between construction execution and program-level reporting. Synthesize site-level activity, nuanced stakeholder requirements, competing priorities, and emerging risks into clear executive deliverables, briefings, and documentation that support broader organizational goals and informed leadership decisions.

Required Qualifications:

1. Bachelor’s Degree in Construction Management, Engineering, Architecture, Science, or Mathematics and ten (10) years of related work experience with five (5) years of relevant construction management experience, with at least 2 years of those in leadership positions.

OR

Education may be substituted for 20+ years of construction experience, with at least 2 years of those in leadership positions.

1. Must be a U.S. Citizen.
2. Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).

Preferred Qualifications:

1. Pentagon Washington Headquarters Services experience is highly sought after.
2. Previous military construction experience highly sought after.
3. Strong background in MS Excel, Power BI, and project analytics.
4. Familiarity with Kahua, Procore, or similar portfolio/project tracking tools

2. Must be able to climb, erect and maintain balance on a 30-40 pound ladder.
3. Must be able to remain in a stationary computer position for extended periods of time.

6. Must be willing to work in external environments of rain, high heat and significant cold.
7. Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
8. Must be able to occasionally go into confined spaces and crawl

Work Setting/Environment/Travel Requirements:

Monday through Friday, Normal business hours 8:00 am – 5:00 pm
