Performs responsible professional work in planning, coordinating, and implementing all communication, marketing, and public relations strategies for the City of South Miami.

The Communications and Marketing Manager position works under the general supervision of the Deputy City Manager. This position is classified as an exempt, full-time position.

Duties & Responsibilities

• Creates and implements communication strategies that are in line with the Commission's and City Manager's Strategic Priorities ensuring high-quality customer service, professional standards, and quality controls.
• Manages and produces content for the City's social media pages (Facebook, Twitter, and Instagram).
• Prepares newsletter for residents.
• Advises the City Manager's Office on all matters that involve the news media and strategic communications.
• Works collaboratively with all departments to centralize communication initiatives.
• Serves as the webmaster for the City's website.
• Produces and edits video, photography, and design.
• Produces video and photo shoots on a regular basis.
• Creates communication strategies.
• Provides information to the public and media via press releases, print materials, social media, e-news, video, and the City website.
• Manages branding and marketing initiatives.
• Evaluates and modifies digital communications strategies.
• Markets and enhances the City's SoMi Connect App.
• Enhances community engagement efforts by establishing consistent, collaborative relationships with residents, businesses, schools, civic groups, and media.
• Manages crisis communications to include natural disasters and media coverage.
• Promotes City official initiatives through community and media outreach initiatives.
• Conducts research, prepares reports, and writes correspondence as necessary.
• Performs other related duties as assigned.

Minimum Qualifications Required

• Bachelor's degree from an accredited college in a related field such as Communications, Public Administration or Business Administration and five (5) years of experience in Media Relations, Public Relations, Journalism or Public Affairs, or an equivalent combination of education and experience.
• Must have a broad knowledge of public relations, media relations, public affairs, journalism and marketing practices and procedures, and Sunshine and Public Records Laws.
• Must be computer literate and proficient in Microsoft Office programs including Word, Excel, and Outlook.
• Must maintain high ethical, honest, and moral standards.
• Must be prepared and available to work during a hurricane or declared emergency.
• Must be fluent in the English language. Bilingual in English and Spanish is preferred.
• Must be a non-smoker.
• Minimum qualifications may be waived by the City Manager.

Knowledge, Skills & Abilities

• Ability to write, edit, and prepare publicity materials, news releases, and articles for newsletters, newspapers, magazines, television, social media, and radio.
• Ability to effectively make presentations and communicate using a variety of styles and techniques appropriate to the audience.
• Ability to communicate clearly and concisely, both orally and in writing.
• Ability to obtain and maintain a licensed driver status in the State of Florida.
• Ability to work evenings and weekends as needed.
• Ability to multitask as needed.
• Ability to maintain a high level of organization.
• Ability to prioritize duties and meet department goals and deadlines.
• Ability to deal with confidential and sensitive matters and exercise discretion.
• Ability to effectively work independently, exercise discretion, independent judgment, and maintain confidentiality and professionalism in the execution of duties.
• Ability to get along with others and work effectively and courteously with fellow workers, officials, and other agencies to the public.
• Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, sit, stand, hear, fine motor skills to, handle, feel or operate objects, read and write English. Physical capability to effectively use and operate various items of office equipment, such as but not limited to a personal computer, calculator, copiers, and cell phones. Work is predominantly indoors within a usually quiet to moderately noisy environment. Considerable time may be required outdoors. Considerable amount of time is spent working/sitting in front of computer.
