HOUSING SPECIALIST

Primary Function

Under the supervision of the Program Supervisor/Director, the Housing Specialist is responsible for determining eligibility for housing programs, ensuring housing safety and grant funders compliance, and providing ongoing support to promote housing stability and participant independence within the Permanent Supportive Housing program. 

Key Responsibilities

Eligibility & Case Management

• Determine applicant eligibility and complete all required intake documentation in a timely and accurate manner.
• Conduct comprehensive needs and barrier assessments.
• Meet with participants at least annually to complete required updates and reassessments.
• Maintain consistent monthly contact with participants and document all interactions.
• Ensure accurate and up-to-date case files, including progress notes and supporting documentation.
• Participate in community meetings as required or beneficial to program objectives.

Housing Stability & Support

• Assist participants in accessing community resources to meet basic needs (food, shelter, medical care, income, safety).
• Support eligible participants in enrolling in the Percentage of Income Payment Plan (PIPP).
• Coordinate and advocate with service providers and community agencies on behalf of participants.
• Promote participant goal achievement and independence using a Housing First approach.
• Provide transportation as needed to support housing-related goals.
• Address tenant concerns and promote positive landlord/tenant relationships.

Housing Safety & Compliance

• Conduct housing inspections to ensure compliance with Housing Quality Standards (HQS), including lead-based paint visual assessments.
• Monitor and respond to safety concerns in collaboration with maintenance staff, property owners, and participants.
• Intervene in volatile or threatening situations using appropriate de-escalation methods and coordinate with law enforcement when necessary.
• Maintain property and unit incident logs and required agency documentation.
• Orient new participants at move-in regarding lease terms, program agreements, safety procedures, and emergency contacts.
• Ensure compliance with program participation agreements.
• Deliver notices and reminders related to rent, required documentation, and lease compliance.

General

• Maintain professional communication with participants, staff, and community partners.
• Demonstrate cultural sensitivity and a strengths-based approach.
• Perform other related duties as assigned.

Qualifications

• Valid Ohio Driver’s License and proof of auto insurance.
• Experience working in housing, homelessness services, or related field preferred.
• Knowledge of Housing First model preferred.
• Proficiency in Microsoft Word, and Excel.
• Strong organizational, documentation, and communication skills.
• Ability to work independently and exercise sound judgment.
• Bachelor’s degree preferred.
