Key Responsibilities Human Resources Duties:
- Provide direction, support and supervision of Human Resources functions
- In coordination with the Superintendent and Business Manager, provide oversight of the policies and update and enforce these when necessary
- Develop and administer an employee handbook to reflect district policies and procedures
- Work with the Leadership team and/or Board to prepare staffing recommendations, including assignments, layoff/non-renewals, contracts, promotions, terminations, retirements, and supplemental contracts
- Develop, implement, and administer a compensation program and structure in conjunction with district leadership
- Work with an insurance broker to offer competitive insurance and benefits, including wellness
- Work with the leadership team to develop a system to monitor and improve employee engagement and district culture
- In coordination with leadership, develop a system of recruitment to assist with hiring qualified employees for the district
- Revamp and update job descriptions to reflect appropriate responsibilities in each job
- Create and maintain a hiring process, including job postings, applicant tracking, communication, and pre-employment/background checks
- Support district and building leaders with the interview and hiring process
- Provide instruction and support in developing and administering an onboarding and offboarding program.
- In conjunction with the contracted agency, maintain substitute teachers as it relates to compensation, assignments, personnel concerns, etc.
- Responsible for the preparation of the annual WISEstaff report
- Create and implement an evaluation system/structure to evaluate employee performance
- Create a process of improvement plans, written warnings, and discipline as needed
- In coordination with district leadership, plan district in-services and mandatory employee trainings
- Maintain a system for contracting for administrators, professional teachers, and providing reasonable assurance to support staff.
- Maintain a system for employee licensing
- Maintain a system for all employee leave, including FMLA and other medical leave
- Manage all Worker's compensation claims, audits and reporting
- Seek legal counsel to ensure legal compliance and laws are followed in various situations
- Attend and participate in leadership meetings to help provide direction
- Provide HR expertise to the leadership team to ensure legal compliance within the district
- Ensure Leadership is up-to-date and kept current with HR initiatives, seeking guidance when appropriate
- Bachelor's Degree in Human Resources is preferred
- SHRM-SCP license preferred
- Human Resources Information Systems (HRIS), specifically Skyward and Frontline, experience is preferred
- Management experience specifically with overseeing Human Resources staff
- High attention to detail with the ability to think analytically in order to develop processes and system solutions
- Customer service oriented
- Enjoys problem solving and finding solutions for end user efficiencies
- Ability to work with multiple individuals and departments
- Strong organizational and analytical thinking

- Expertise in federal and state labor laws, including FMLA, ADA, FLSA, and Wisconsin-specific DPI regulations
- Manage Leave & Benefits: Process actions relative to FMLA, Short-Term Disability, and Long-Term Disability, while overseeing the design of compensation programs.

- Proficiency in Human Resources Information Systems (HRIS), applicant tracking software, and data visualization tools for personnel reporting.
