Finance Administrator

The Finance Administrator / Human Resource Officer is a high-impact senior leadership role that serves as the backbone of RCHA's fiscal integrity and organizational culture. This dual-function position demands a rigorous technical expert who can navigate the complexities of federal HUD financial reporting while simultaneously cultivating a high-performing, compliant, and supported workforce. Essential Duties and Responsibilities Lead HUD financial reporting, including Monthly Financial Statements, FASS filings, and Section 3 reporting. Oversee Capital Fund expenditures and regulatory compliance. Administer payroll, benefits, recruitment, onboarding, and employee relations. Serve as liaison to LGERS and insurance providers. Coordinate annual audits and maintain GAAP-compliant accounting records. Provide budget forecasts, variance analysis, and financial reporting to leadership. Manage workers compensation, liability, and other insurance programs. Position Open Until Filled Qualifications Bachelor's degree in Accounting, Finance, Business Administration, Human Resources, or related field. Minimum five years of governmental accounting, public housing, or nonprofit finance experience. Experience with HUD regulations, federal grant administration, payroll, and HR functions. Knowledge of GAAP, HUD financial standards, NC labor laws, and accounting software including SACS or similar. #J-18808-Ljbffr
