Job Summary Performs highly complex consultative services and technical assistance work. Work involves planning, developing, and implementing an agency program; providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and the public; and providing guidance to others. Works under limited supervision with moderate latitude for the use of initiative and independent judgment. Essential Functions Reviews compliance with vendor management, divisional strategies, and other agency and governmental vendor services. Reviews policies, procedures, standards, and manuals; plans program activities in accordance with program goals and objectives; and ensures compliance with program policies and procedures, statutes, and rules. Manage staffing activities to include improving efficiency and effectiveness of recruiting, retaining, and replacing staff resources. Performs a variety of technical training, research, planning, policy, program assessment, and administrative activities related to assigned programs. Assists in collecting, organizing, analyzing, and preparing materials for report preparation and response to requests for program information. Performs a variety of marginal duties not listed, to be determined and assigned as needed. Minimum Qualifications A. Education, Experience, and Training Bachelor’s degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Supply Chain Management, Finance, Management Information Systems, or a related field preferred. Each year of experience as described below in excess of the required five years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis. Five years full-time, wage-earning vendor management, procurement management, contract management, program administration, information technology, or public administration experience. Governmental program experience preferred. Must have or be able to obtain a Certified Texas Contract Manager (CTCM) certification within twelve months from the date of employment. Must maintain valid certification for continued employment in position. Selected applicants without required license(s) must sign a Credential Contingency Agreement that will remain in effect only until the initially established expiration date. Failure to comply with this contingency statement will result in separation from employment. Credential Contingency Agreements will not be extended or renewed as a result of an employee’s separation from employment or acceptance of another position. Ability to maintain the security and integrity of critical infrastructure as it is defined by the state. B. Knowledge and Skills Knowledge of the principles and practices of public administration and management. Knowledge of applicable state and federal laws, rules, regulations, and statutes. Knowledge of current vendor management practices and procedures. Knowledge of agency and departmental organizational structure, policies, procedures, and regulations preferred. Skill to communicate ideas and instructions clearly and concisely. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. Skill to direct and organize program activities. Skill to establish program goals and objectives that support the strategic plan. Skill to direct the development and evaluation of agency policies and procedures. Skill in administrative problem-solving techniques. Skill to interpret and apply rules, regulations, policies, and procedures. Skill to review technical data and prepare technical reports. Skill to evaluate new technical development. Skill to project, evaluate, and monitor program budgets. Skill in public address. Skill to train others. Additional Requirements with or without Reasonable Accommodation Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment. Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.
