Employment and Training Worker III

Job Location Alturas, CA Attendance & Interviews Attendance: In-person only (No teleworking or remote work) Interviews: Conducted in person Job Summary Under limited supervision, the Employment & Training Worker III performs complex work and specialized assignments requiring an advanced level of technical knowledge in employability services and public assistance programs. The incumbent evaluates the employability of program participants, develops and monitors employment plans, provides lead work and training for other Employment & Training Workers, and uses an automated system for caseload management. Duties Assist in the development and implementation of procedures for employment and training and public assistance programs. Administer and interpret vocational measurement tests; assess program participants’ employment readiness. Identify employment barriers and develop plans to assist clients in overcoming barriers, including making referrals to professionals. Advocate on clients’ behalf for the most appropriate services and enabling services. Assists applicants and recipients in utilizing available resources. Make home visits in connection with casework assignments. Provide community outreach for agency programs. Explain regulations, rules, and policies to clients to apprise them of their rights, responsibilities, and eligibility. Assess clients’ employment and education history and develop plans for participants to achieve gainful employment. Conduct interviews with a diverse client population to obtain and verify information. Conduct orientation workshops and one-on-one training for new and returning program participants. Present information on available programs to community organizations, the general public, and employers during job fairs and partner presentations. Regularly contact and monitor participants’ progress in meeting established goals and compliance with program requirements. Document evidence of individual clients’ non-compliance and, when appropriate, recommend sanctions. Monitor training and work site arrangements. Serve as the Department’s hearing representative when participants dispute eligibility determinations. Assist in gathering labor market information and share it with participants. Develop and maintain client employment opportunities by fostering positive liaisons with employers and training providers. Complete and process documents, correspondence, and reports for authorized supportive services, manually or using an automated system. Enter and retrieve data and perform caseload management on an automated computer system; conduct case reviews as assigned. Assess family situations to determine if Family Stabilization services are appropriate and, if so, develop service plans. Provide training and/or lead direction to staff. Employment Standards Laws, rules, regulations, and goals of publicly funded employment and training programs. Theory and methodology in career planning, vocational guidance, and employment counseling. Basic principles of individual and group behavior. Principles of training and staff development. Hiring trends and practices of private and public sector employers in the local labor market. Community-based job training programs and resources available to low‑income job seekers. Department and community resources available to clients. Computer terminology and keyboard proficiency. Knowledge of multiple public assistance programs, including laws, rules, and resources for eligibility verification. Ability to Elicit factual information from clients who may exhibit behavioral or emotional difficulties. Interpret financial information and perform basic computations. Evaluate and recommend changes or corrections to client cases. Establish effective engagement and conduct in‑depth interviewing. Identify problems requiring referral to other sources. Communicate effectively, both orally and in writing. Read, understand, and follow complex rules, regulations, and policies. Work with diverse socioeconomic and cultural backgrounds. Train individuals and groups and make presentations to various audiences. Manage automated and manual client and program records. Lead, direct, and train other employment services staff and outside providers. Minimum Qualifications One (1) year of full‑time experience as an Employment & Training Worker II; or six (6) months of comparable experience and completion of 15 semester (22.5 quarter) college units in career planning, vocational guidance principles, personality development, occupational testing & measurement, or counseling preparation. Valid driver's license may be required at the time of appointment, and employees may be required to drive their own vehicle, provide proof of car insurance, and a DMV clearance. Individuals who do not meet these requirements due to a disability will be reviewed on a case‑by‑case basis. This position is full‑time at 37.5 hours per week. Salary Information New Modoc County employees generally begin at Step A and move up through Step F in the 10‑step salary range. Each step represents a 5% increase.
