CHIEF DEPUTY DIRECTOR OF PAYROLL

The purpose of the position is act as the lead staff member in the absence of the Payroll Director, provide back up for the Payroll Director, and execute other duties including—and not limited to—accounts payable payroll responsibilities. Essential Functions Supervises, directs and evaluates assigned staff, processing concerns and problems, directing work, counseling, disciplining and completing team member performance reviews. Act as lead staff person in the absence of the Payroll Director; provide back up support. Implements, maintains, and reviews payroll processing systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, and other deductions. Ensures accurate and timely processing of payroll and payroll updates including new hires, terminations, and changes to pay rates. Prepares and maintains accurate records and reports of payroll transactions. Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices. Identifies and recommends updates to payroll processing software, systems, and procedures. Execute accounts payable related payroll functions by leveraging knowledge of the financial components of Munis software. Write, create and submit various reports using various platforms and software. Manage employee accrual plans. Work closely with auditors on annual audits providing backup and custom reports as requested. Sends the Quarterly Unemployment files to the State for 7 different accounts and processes payments. Initiates weekly vendor payments. Audits postings to the general ledger pertaining to vendor payments. Processes journal entries for the 457 employer matched portion, bi-weekly. Produces billings for the fee offices and ensures the payments are received and properly applied to the correct accounts. Approves personnel actions, when necessary. Ensure regular, punctual attendance during scheduled work hours. Respond to and report immediately if called upon by local regional or central office supervisors as part of a coordinated emergency response by the Knox County Mayor’s Office. Perform other duties as required. Minimum Training & Qualifications Bachelor’s degree in Accounting, Business Administration, Human Resources or related field. Minimum of five (5) years’ experience in payroll processing, human resources or related. Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.
