Chief Fiscal and Administrative Officer

MONO COUNTY

The Chief Fiscal and Administrative Officer serves as a key member of the Health and Human Services executive leadership team, providing strategic direction and oversight of the Department's fiscal and administrative operations. This position is responsible for leading complex budget development and financial management while overseeing administrative functions including contracts, grants, procurement, personnel, information technology, regulatory compliance, and facilities. The role works collaboratively with Department leadership to develop long-term strategies, ensure fiscal sustainability, maximize funding opportunities, and support the delivery of essential public health and social services to the residents of Mono County. Ideal Candidate The ideal candidate is a collaborative and strategic leader with extensive experience managing complex public sector budgets and administrative operations. They possess exceptional financial acumen, strong analytical abilities, and a thorough understanding of governmental accounting, budgeting, grants, and regulatory compliance. Experience within Health and Human Services or similarly complex, multi‑funded public agencies is highly desirable. This individual is an effective communicator who can translate complex financial information into meaningful recommendations for executive leadership, elected officials, and external stakeholders. They are comfortable balancing long-term strategic planning with day‑to‑day operational oversight while fostering accountability, innovation, and continuous improvement. Successful candidates are confident decision-makers who lead with integrity, professionalism, and sound judgment. A typical way to obtain the required knowledge and abilities would be: Experience: Four years of increasingly responsible experience in fiscal and administrative managerial operations of a public agency including social services and public health programs. Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in finance, accounting, economics, public administration, or related field.
