L&I IT Vendor Management Specialist

Salary: $94,620 - 127,248 per year Requirements:

• At least 10 years of qualifying full-time experience in a professional IT environment; education in a related field may substitute for up to six years, depending on degree level.
• At least four years of experience in areas such as IT vendor management, contract administration, software asset or licensing management, technology procurement, supplier relationship management, or technology financial management, including work with technology contracts, licenses, subscriptions, maintenance agreements, or vendor relationships.
• At least three years of experience in IT-related analysis, planning, budgeting, forecasting, cost management, or financial evaluation.
• Intermediate to advanced Microsoft Excel skills, including managing large data sets, using complex formulas, and automating tasks.
• Ability to take initiative to learn and grow, and to act in response to the needs of others.
• Preferred: Washington State purchasing and procurement ethics training, and Washington State Purchasing and Procurement 101 or equivalent public-sector procurement training.
• Preferred: Professional certification or training in contract management, vendor management, software asset management, IT asset management, Technology Business Management, or IT Service Management (ITIL).
• Preferred: Experience with Washington State government technology, procurement, budget, contract, or vendor management programs.

• Lead vendor relationship management for enterprise software suppliers and technology service providers.
• Coordinate software contract renewals, amendments, maintenance agreements, and subscription services.
• Negotiate pricing, licensing terms, service levels, and contract provisions.
• Identify risks related to vendor deliverables and develop mitigation strategies.
• Coordinate procurement activities with Contracts and Purchasing staff, and prepare cost estimates and budget projections for planned software purchases.
• Oversee enterprise software license inventories and usage; review deployments and utilization, and identify opportunities to consolidate products and reduce costs.
• Ensure compliance with licensing terms and contract requirements, and track maintenance, support, and subscription renewals.
• Forecast software expenditures, prepare budget projections, and reconcile projected costs with actual spending.
• Research emerging vendor products, licensing models, and services, and assess solutions against agency business and technical needs.
• Advise leaders on software acquisition and investment strategies, vendor capabilities, product viability, modernization, and cost optimization.
• Develop and maintain vendor management procedures, software procurement standards, and contract administration practices.
• Support audits and compliance reviews, monitor adherence to state policies and contractual obligations, and develop expenditure and vendor-performance reporting metrics.
