Under the direction of a higher-level Public Safety Program Specialist within the DCJS Office of Public Safety Law Enforcement Training Unit, the Public Safety Program Specialist 2, SG-23 will research, develop, and implement training programs or specialized programs and model policy best practices for police and peace officers that support program topics found within in-service training. The incumbent will oversee the administration of training programs; perform duties related to the research, development, revision, and updating of MPTC curricula, including topics such as criminal investigations, crime scene and evidence technology, and other subject areas identified through emerging law enforcement needs, legislative mandates, or statutory requirements; serve as the lead developer in the implementation of training programs or specialized initiatives; conduct training-related studies; provide technical assistance to various law enforcement agencies; and review and evaluate training programs and instructors for compliance with applicable laws, rules, regulations, and established training standards; and may supervise Public Safety Program Specialists 1, paraprofessional training staff, and support staff.
Specific duties include, but are not limited to:
- Conduct or provide direct training or instruction to law enforcement and partner law enforcement support agencies.
- Provide fiscal and administrative oversight for training-related contracts by assisting with contract development, requests for proposals development, including solicitation and administration of requests for proposals and quotes.
- Provide direct technical assistance or memo guidance to agencies for implementation of programs.
- Prepare and provide tables, written reports, charts, and graphics on topical research such as new technologies, evidence-based practices, and emerging law enforcement and criminal justice trends for executive level review, public presentation and/or publication.
- Review and analyze criminal justice policy, programs, legislation, and research studies.
- Perform policy research and literature reviews related to specific program areas.
- Develop, evaluate, review, and otherwise implement various kinds of presentations and training to law enforcement. This may also include reviewing and evaluating feedback from training program recipients.
- Develop and implement specialized programs to support police and peace officers.
- Maintain statutorily required police and peace officer training to include the coordination of review and program enhancements.
- Develop online training programs and maintain web-based programs, including Learning Management System (LMS), Listservs, and website content.
- Assemble and facilitate stakeholder advisory panels. Lead panel of subject matter experts to draft policy and procedures guidance documents and facilitate implementation of such documents statutorily required.
- Develop best practice recommendations and conduct binding or non-binding model policy development to increase the safety, efficiency, and effectiveness of law enforcement actions.
- Prepare training and costs proposals funded by state and federal funds.
- Inform section manager of training opportunities and programs.
- Provide technical assistance in assigned programs, developing and update training policies and guidance, and update training manuals using appropriate resources.
- Draft and provide technical assistance on regulations and statutes.
- Serve as a liaison for the assigned areas to outside agencies and non-state governmental entities.
- Participate in workgroups with other governmental entities related to assigned areas.
- Evaluate instructors currently providing training to covered persons or agencies.
- Audit training programs and conduct analysis of compliance to training standards. Supervise programs to ensure compliance by covered programs and instructors with applicable laws, rules, regulations, and contracts.
- Review outside instructor lesson plans to issue equivalency certifications and ensure content meets best practices and state standards.
- Draft and implement Memoranda of Understanding between agencies to ensure fidelity to programs.
- Develop evaluation tools to analyze the results and effectiveness of training programs or specialized programs.
- May supervise professional and paraprofessional training staff and/or support staff.
- Approximately 30% travel is required.
Non-Competitive: One year of service as Public Safety Program Specialist 1 or seven (7) years of qualifying experience* either:
- as a law enforcement officer, law enforcement trainer, or public safety program administrator in a local, state, or federal agency; OR
- in the research, development, and implementation of training programs specific to one or more of the following areas: Law Enforcement, Fire Service, Domestic Preparedness, Emergency/Disaster Management, Emergency Medical Service, Safety, Health and Environmental Management or a closely related discipline as indicated on the position posting.
* All qualifying experience must have been gained after basic/recruit training. Time served for basic/recruit training does not count towards the qualifying experience. An associates degree or 60 credit hours may substitute for two years of general experience; a bachelor's degree may substitute for four years of general experience.
Candidates with curriculum development, criminal investigation methodologies, crime scene processing and/or policy development experience are preferred.
