Registered Nurse - Women Veterans Program Manager

Summary Serves as the Women Veterans Program Manager (WVPM) for the New Mexico VA Health Care System (NMVAHCS) – reporting directly to the Chief of Staff. The WVPM is responsible for overseeing and facilitating the coordination of comprehensive patient care for female veterans, ensuring seamless access and continuity of services from initial entry into the VA system throughout the entire continuum of care. Qualifications English Language Proficiency – basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by ACEN or CCNE. OR individuals attending a master’s‑level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in nursing may have the opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a state license – the individual may be appointed on a temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. Reference: VA Handbook 5005 – Appendix G6. OR graduates of foreign schools of professional nursing – possession of a current, full, active, and unrestricted registration; credit for foreign nursing education higher than associate level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as ICD. Current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. state, territory, Commonwealth, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: candidates who otherwise meet the basic education requirements but do not possess the required licensure may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120‑day temporary appointment while actively pursuing licensure (may be extended up to two years on a case‑by‑case basis). Grandfathering Provision – all persons currently employed in VHA in 0610 series performing the duties described in the qualification standard on the effective date of the standard (01/29/2024) are considered to have met all qualification requirements for the grade held. Grade determination criteria include the following scope‑education and dimension requirements: Practice – veteran/patient‑driven care, leadership, professional development, evidence‑based practice/research. Level I – fundamental knowledge‑based care with technical competencies. Level II – integration of biopsychosocial concepts and cognitive skills; requires 1 year of specialized nursing experience or a BSN. Level III – proficiency in practice based on deliberate planning; requires 2 years of professional nursing experience. Level IV – leadership in delivering and improving holistic care; requires a BSN with 2 years of professional nursing experience or an MSN with one year of specialized experience. Level V – strategic leadership and complex client care beyond the immediate practice setting; requires an MSN with 2 years of specialized experience or a doctoral degree in nursing. Preferred Experience: Proven track record of successful outreach initiatives focused on veterans and under‑represented populations. Experience writing and securing grant proposals to support program expansion and sustainability. Strong background in veteran advocacy with the ability to identify needs and champion resources for women veterans. Experience organizing and leading outreach events designed to engage, educate, and connect with the women veterans community. Effective team leadership skills – especially in guiding multidisciplinary groups to implement program enhancements and continuous improvement. Exceptional communication and interpersonal skills, passion for serving women veterans, and commitment to programmatic innovation. Results‑oriented leadership who excels at building partnerships, managing multiple initiatives, and advocating for high‑quality, comprehensive care for all women veterans served by NMVAHCS. Reference: For more information on this qualification standard – please visit Duties The WVPM Registered Nurse provides comprehensive leadership in managing complex aspects of care for women Veterans across the continuum of services. This role integrates advanced clinical judgment, creativity, and evidence‑based decision‑making to enhance care quality, promote staff and patient safety, and elevate standards of practice. The WVPM collaborates closely with internal VA departments, community agencies, and women veteran organizations to address the unique healthcare needs of female Veterans and advocate for their interests. By identifying service gaps, implementing best practices, and fostering strong partnerships, the WVPM plays a pivotal role in creating a supportive, integrated environment that promotes the physical, mental, and social well‑being of women Veterans. Demonstrates proficiency in practice based on conscious and deliberate planning. Assesses the need for services for women Veterans and implements services for eligible women Veterans, providing oversight to ensure identified needs are met. Executes comprehensive planning for Women’s Health (WH) issues that improves the overall quality of care provided to women Veterans and achieves program goals and outcomes. Provides facility guidance regarding change implementations as directed by Veterans Affairs Central Office (VACO) while working across multiple service lines and disciplines. Self‑directed in goal setting for managing complex client situations. Assesses, plans, implements, and evaluates WH care based on age‑specific components. Assumes responsibility for the coordination of care focused on patient education, self‑management, and customer satisfaction throughout the continuum of care. Follows procedures per established policies and guidelines. Influences outcomes by collaborating with members of the interdisciplinary team. Responsible and accountable for all elements of the nursing process when providing and/or supervising direct patient care. Strategically plans, coordinates quality care, evaluates delivery of care including timeliness, and outreaches to women Veterans needing services. Coordinates the provision of comprehensive health care services to women Veterans. Plans for the establishment of new specialty or primary programs and the expansion of existing programs to meet the needs of women Veterans currently seeking care and the increasing number expected to do so. Ensures access, service, and benefits to women Veterans. Coordinates the provision of state‑of‑the‑art diagnostic, treatment, consultation, and referral services within a comprehensive, integrated health care network. Coordinates medical and/or surgical health care services and ensures psychological care of mental health needs; assesses improved quality of clinical care. Retirement: Traditional federal pension (5‑year vesting) and federal 401(k) with up to 5% contributions by VA. Licensure: One full and unrestricted license from any U.S. state, territory, or the District of Columbia. Work Schedule: 8:00 am – 4:30 pm, Monday–Friday.
