Job Description : We are seeking a detail-oriented, highly organized Program Manager to support a large-scale hiring transformation initiative, functioning as a strategic advisor and execution partner to Agency Leadership and the Human Resources Management Office. This role owns the program's day-to-day delivery rhythm, keeping schedules on track, decisions documented, risks visible, and stakeholders aligned, while translating program goals into concrete milestones, timelines, and dependency maps.

Minimum Qualifications

• A graduate degree in administration, business, engineering, computer science, economics, or science.
• 8+ years of relevant experience in consulting or business operations.
• In lieu of an advanced degree, 10+ years experience with a Bachelor’s degree will be considered. 
• Experience managing federal government projects.
• Experience supporting management consulting, business process improvement, or organizational change management engagements. 
• Experience in program or project management, ideally within complex, multi-stakeholder environments.
• Strong command of schedule management tools and practices (e.g., Integrated Master Schedules, Gantt charts, dependency mapping).
• Excellent organizational skills with a track record of managing multiple trackers, logs, and registers simultaneously.
• Comfort operating as a primary point of contact across internal and external stakeholders.
• Exceptional written, verbal, presentation, and stakeholder management skills.

Preferred Qualifications

• Current PMI PMP certification
• Certified Scrum Master or Professional Scrum Master
• Familiarity with federal HR management office processes or hiring/staffing program operations. 

Key Responsibilities

• Own the project delivery rhythm and drive the day-to-day cadence of program execution, ensuring milestones, deliverables, and dependencies stay on track.
• Maintain core program artifacts, including the Enterprise Integrated Master Schedule (IMS), action item tracker, decision log and risk register.
• Translate strategy into execution by converting program goals into concrete milestones, timelines, and dependency maps that teams can act on.
• Act as the main point of contact for the client, ensuring smooth coordination and timely information flow.
• Managing the intake of incoming client requests. Triage, prioritize, and route incoming requests to keep work flowing efficiently.
• Support the planning, coordination, execution, monitoring, reporting, and continuous improvement of the organization's enterprise hiring transformation initiative across all business units/divisions.
• Develop and conduct executive briefings.
• Develop performance reports, metrics, and program documentation.
• Provide strategic leadership for continuous improvement, operational readiness, and stakeholder engagement.
