Policy Manager

Nautilus Solar Energy is seeking a Policy Manager to support the company's legislative, regulatory, and political engagement across priority markets. This fully remote position will report to the Policy Director and will play a critical role in developing policy strategy, monitoring legislative and regulatory developments, coordinating with external stakeholders, and providing strategic analysis to support the company's government affairs objectives.

The ideal candidate is a strategic thinker with strong analytical and project management skills who can translate complex legislative and regulatory developments into actionable business intelligence. This individual will serve as the department's primary resource for policy analysis, legislative and regulatory monitoring, coalition coordination, and strategic planning.

Responsibilities:

Monitor legislative, regulatory, and political developments across Nautilus' priority markets, with a primary focus on the Northeast.
Analyze proposed legislation, regulatory proceedings, commission orders, and utility filings to identify business impacts and emerging opportunities.
Prepare policy memoranda, legislative summaries, briefing materials, and strategic recommendations for executive leadership.
Develop and maintain tracking systems for legislation, rulemakings, stakeholder engagement, advocacy priorities, policy databases, and market trackers.
Support state-specific government affairs strategies; identify market opportunities and policy risks; and assist with legislative priorities, advocacy strategies, and regulatory positions.
Conduct political and stakeholder analysis to support long-term business planning.
Coordinate with lobbyists, trade associations, coalition partners, consultants, and external advisors.
Prepare materials for coalition meetings, legislative visits, regulatory engagements, conferences, policy events, and stakeholder outreach.
Support participation in state and national trade associations.
Work with Legal, Development, Origination, Business Development, Finance, and Operations to align business objectives and government affairs strategy.
Support executive leadership with policy briefings and decision memoranda.
