Program Manager (4919) with Security Clearance

Shearwater Systems LLC, a subsidiary of Three Saints Bay, LLC, a Federal Government Contractor, is seeking a Program Manager to join our team in Lee's Summit, MO. Position Responsibilities Extensive analytical ability to develop complex statistical analysis, cost estimates, and analytical reports. Excellent interpersonal communication and organizing skills to coordinate project activities with contractor and Government representatives. Able to conduct fact‑finding for special projects and to respond promptly to Government inquiries. Able to present oral briefings to USCIS management officials. Excellent writing skills to prepare standard operating procedures and revisions. Proactive in informing the Government of significant issues and in taking corrective action when issues are raised by the corrective action officer. Proactive in identifying and recommending new approaches to improve quality, cost, and process efficiencies. Respond to NRC meeting requests within an allotted 2‑hour time period. Position Requirements U.S. Citizenship. Ability to obtain and maintain a Department‑of‑Defense clearance; an active Secret clearance is preferred. Presence at the requested office location at USCIS National Records Center for in‑person meetings within two consecutive business hours of notification by the Government. At least five (5) years of recent overall program/project management experience in the last seven years. Bachelor’s degree in program management, business or public administration, production/operations/manufacturing/quality management, technical management, information systems, engineering, or finance/accounting, or a Project Management Professional (PMP) certification as an equivalent credential. Six Sigma Black Belt certification from the American Society for Quality (ASQ). Must pass a drug test. Must pass a background check that includes credit, criminal, and DMV screening.
