Job Description:

SENIOR BUSINESS ANALYST

Seize your opportunity to make a personal impact supporting the Administrative Office of the United States Courts (AOUSC). The AOUSC is responsible for providing oversight, supervision, and coordination of the court and judicial case management systems. These systems include the Judiciary's Case Management/Electronic Case Files (CM/ECF) and Public Access to Court Electronic Records (PACER) systems

The Senior Business Analyst will work as part of the PACER Development team responsible for developing, operating, and supporting internal and external systems that allow for secure public access to court electronic records for the Judiciary.

The candidate will be responsible for supporting requirements development, analysis, and management, testing management, and testing for enterprise IT systems. The BA shall be skilled in refining business requirements, writing user stories, and developing functional mock-ups, as well as in preparing test plans, test cases, and coordinating user acceptance testing.

The Senior Business Analyst will execute the following responsibilities:

• Participate in Agile Scrum ceremonies and program planning meetings for the PACER team

• Work closely with the customer to ensure alignment with their expectations while ensuring strict control of Scope.

• Work closely with Fed BA's and Product Owners to promptly resolve impediments and clarify requirements with the customer in a timely manner

• Identify opportunities for streamlining and improving the efficiency of the end-to-end process as it pertains to product quality, alignment with requirements and customer satisfaction

• Proactively identify and manage risks and communicate mitigations plans

• Address issues promptly and follow up until resolved

• Collaborate closely with Architects, Testers, PO's and stakeholders to ensure end-to-end alignment with deliverables

• Capture input from stakeholders, analyze opportunities for standardization versus required variations among Court types, unique local rules, and any other variations

• Validate completed work items to ensure they satisfy all requirements of the acceptance criteria

• Support Testers to design test cases and test steps for thorough validation of work items

• Maintain process flow in an easily accessible, hierarchical fashion so that an end-user can drill down a given process map at each level

REQUIRED EXPERIENCE

• Experience supporting multiple teams and ensuring overall objective is met

• Experience analyzing, decomposing and documenting detailed requirements

• Experience developing requirements into technical user stories with clearly documented acceptance criteria

• Experience assisting the Product Owner or Team lead in defining the product scope, vision, and roadmap

• Experience providing system analysis and subject matter expertise on issues

• Experience conducting business process analysis and workflow analysis

• Experience providing technical assistance and guidance through performing gap analyses, workflow analysis, business process modeling, wireframes, and storyboards

• Experience with business process re-engineering

• Experience delivering technical briefings and hosting meetings to diverse audiences

• Strong technical background and experience working with Solutions Architects and senior development team members

• Experience supporting the implementation of resilient, a zero down time web application

• Strong understanding of latest UI frameworks and libraries

QUALIFICATIONS:

• 5+ years experience in supporting the product owner and agile team, eliciting business needs, maintaining user stories, writing and maintaining technical documentation, modeling business processes and system requirements, architecture and data

• Experience assisting with testing, by writing acceptance criteria and confirming test cases results

• Experience with producing relevant and current requirements, sizing user stories correctly, and removing roadblocks prior to sprints starts

• BS/BA Degree or MA/MS Degree with 4+ years of experience

• Excellent presentation and communication skills

• Consultant mindset, able to work with high level customer stakeholders and build excellent customer relationship

• Experience identifying and applying industry tools, solutions, best practices, and emerging technologies

• Strong analytical and problem-solving skills, able to communicate recommendations for improvement

• Demonstrated ability to work effectively, independently, and as part of a team

The likely salary range for this position is $85,093 - $103,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
