PROJECT FOREMAN

Under the general supervision of the Project Foreman, directs, coordinates, and plans tribal building and residential construction projects and emergency repairs. Ensures the quality of construction work and safe operations and practices. Obtains and adheres to building plans to guarantee utilization of cold climate construction methods and to implement building codes. Assigns job priorities to the housing crew to keep projects on schedule and monitors project budget and costs. Upholds the organization’s mission, and values as well as demonstrates an understanding of and compliance with organization’s policies and procedures. Promotes the organization’s mission and vision and demonstrates integrity, professionalism, accountability, cooperation with and consideration of others.
ESSENTIAL FUNCTIONS
Directs, coordinates, and plans tribal building and residential construction projects for new residential construction, home renovation projects, residential emergency assistance program and other approved tribal housing activities. Obtains and adheres to building plans to guarantee utilization of cold climate construction methods and implementation of building codes. Ensures a safe work environment by conducting safety briefings, enforcing safety regulations, and addressing safety hazards immediately. Provides safe tools and equipment for staff; conducts routine maintenance to equipment and power tools. Develops and maintains project schedules; separates project plans into daily tasks, sets deadlines for each phase of project, and adjusts schedule as needed. Ensures quality control through regular inspections of work for compliance with blueprints, specifications, and codes and addressing issues promptly. Assists with job site planning, drawings and material take-offs. Manages materials and inventory; tracks material deliveries; and ensures sufficient supplies are on-site. Achieves financial objectives of projects by monitoring budgets. Ensures a safe, clean and organized work environment. Coordinates with contractors; communicates effectively with plumbers, electricians, and other specialists to ensure work aligns with the overall project plan. Ensures cost effective construction projects; assures contractual commitments are met in a timely and effective manner for successful project implementation. Maintains project documentation by completing monthly reports, tracking worker hours, preserving cost estimates and procurement records, and other project-related documentation. Inspects completed work, reviews deliverables, finalizes reports, and presents progress and results to Housing Director; provides comprehensive and concise, regular and thorough updates to key stakeholders. Creates purchase orders for building materials; monitors and reconciles material uses allocated to housing projects for tracking costs and inventory of materials. Anticipates challenges, resolves problems, addresses concerns, and escalates issues appropriately. Ensures compliance with governmental regulations, ordinances, laws, grants, policies, and other guidelines. Builds and fosters effective working relationships with others. Enhances professional growth and development through participation in seminars, educational workshops, classes, and conferences. Performs other duties as required or assigned.SUPERVISORY RESPONSIBILITY
Supervises the housing crew and ensures the quality of construction work; assigns tasks to the housing crew to ensure smooth operation and keep projects on schedule. Hosts and participates in regular meetings to ensure effective communications about project expectations and progress. Carries out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws. Increases staff effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; and providing and participating in educational opportunities. Assigns responsibility for executing project plans to staff after careful assessment of how to utilize their skills and strengths. Maintains a positive work environment by motivating crew members, fostering teamwork, and addressing and resolving conflicts as they arise. Oversees and enforces adherence to administrative and personnel policies and procedures. Develops techniques and standards for evaluation of project activities. Maintains comprehensive knowledge of all project functions. Assumes and exercises signing authority for the project. Performs general construction duties and related work as required at job sites. Serves as a contact person for vendors, contractors, and other project partners.MINIMUM QUALIFICATIONS
Bachelor’s degree in Construction Management, Civil Engineering, Project Management, or similar field. Five (5) years of experience in construction project management or related area. Two (2) years of supervisory experience in a construction management role. A combination of relevant education and experience may be considered. Certified Carpenter in residential housing with cold climate building methods. Must obtain and maintain OSHA certification. Valid driver’s license is required. Must be able to successfully complete a background investigation and drug test.KNOWLEDGE, SKILLS, & ABILITIES

Policies, functions, and responsibilities of the Native Village of Kotzebue, Northwest Arctic Borough, and Alaskan Native lifestyle, culture, traditions, history, and needs. Federal, state, and tribal housing programs, including the Native American Housing Assistance and Self‑Determination Act (NAHASDA) and Bureau of Indian Affairs (BIA). Property, real estate, financial, and construction management systems. Principles and practices of budget, project, and construction management. Materials, methods, and the tools involved in the construction and maintenance of buildings and structures. Carpentry principles and methods. Occupational hazards and applicable safety practices; safety codes and procedures. Systems, civil, and facilities engineering and design; architectural design procedures; and contract administration procedures. Procurement and materials management. Sources of federal, state, local, and private funding for the Nation’s programs. Skill in: Planning, directing, and leading complex construction projects. Hiring, supervising, training, developing, and evaluating assigned staff. Carpentry and cold-climate residential building construction including plumbing and boiler systems. Carpentry equipment operation such as saws, drills, planers, routers, and assorted power tools. The care and safe operation of hand and power tools and other equipment used in carpentry work. Providing leadership in the development and delivery of construction programs. Budget development and administration, financial planning, and cost control. Office software and industry-related applications. Analyzing problems, projecting consequences, identifying solutions, and implementing recommendations. Ability to: Interpret and explain blueprints, building codes and layouts, and construction drawings. Solve mathematical problems quickly and accurately and calculate figures and amounts. Communicate effectively in written and oral form. Prepare comprehensive and concise reports and plans. Interact and maintain good working relationships with individuals of varying social and cultural backgrounds. Make solid decisions and exercise independent judgment. Work in a fast‑paced environment and meet deadlines. Uphold strong ethics and integrity. Remain in compliance with Tribal Drug Free Policy.PHYSICAL DEMANDS

Employee may occasionally sit; climb or balance; stoop, kneel, crouch, or crawl; lift up to 100 pounds. Specific vision abilities include close vision and clarity of vision at long distance. Employee may be exposed occasionally to high risk / potentially dangerous situations; dust, fumes, airborne particles, and/or allergens; hazardous materials; excessive noise; and working near hazardous / moving equipment or machinery. The use of protective clothing, equipment, devices, materials is often necessary. Incumbent may stand for extended periods of time.WORK ENVIRONMENT
Work is generally performed in an outdoor or construction setting with a moderate to high noise level and exposure to varying temperature and weather conditions; some work in an office environment.
