Public Notice - Accountant (Direct Hire)

Summary Positions advertised in various organizations and locations; NASA may fill positions at the following grade levels:

GS‑09

, GS‑11, GS‑12, GS‑13, GS‑14. Responsibilities Duties described below are at the highest grade advertised; duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity, and commensurate with the chosen grade. Provide technical advice and tools to accountants and analysts to advance the agency accounting system and processes, including financial quality assurance and internal control activities. Serve as an interface for financial audits, reviews, and assessments. Evaluate, review, and interpret statutory, regulatory, and policy directives to ensure compliance with applicable laws. Develop financial analysis and reporting tools and techniques, and coordinate implementation of approved policies, programs, and services related to accounting systems. Prepare policies and procedures that incorporate statutes, regulations, and generally accepted accounting principles related to financial quality assurance and internal control activities. Review reconciliations and financial reports to ensure accuracy and timeliness, and provide guidance regarding accounting and financial reporting matters; may participate or lead center/agency financial process teams. Develop new approaches to solving unanticipated or unique problems and discern meaningful solutions from data. Establish and monitor internal controls to identify problem areas, determine required actions, improve operating effectiveness, and maintain integrity of financial and accounting information. Serve as a technical expert, providing guidance on accounting regulation, policy, and procedures to supplement guidelines received from Headquarters, Government Accountability Office, Department of Treasury, or Office of Management and Budget. For supervisory positions: assign and evaluate work, recommend personnel actions, take disciplinary actions, and identify training needs and develop employees. Qualifications Specialized experience is experience that equips you with the specific abilities, skills, and knowledge to successfully perform the duties of this position. The following specialized experiences are required for each grade: GS‑09 One year of directly related specialized experience at the GS‑07 level, including operational accounting and financial management functions such as reviewing and analyzing accounting transactions, reconciling and interpreting accounting data, and supporting internal and external audits. OR a master’s degree or equivalent graduate degree in an appropriate field. OR two full academic years of higher‑level graduate education leading to a master’s degree. OR an equivalent combination of experience and graduate study as described above.

GS‑11

One year of directly related specialized experience at the GS‑09 level, including recording or controlling financial transactions, reviewing processes for improvement, and accounting data analysis or reconciliation. OR a doctoral degree (Ph.D. or equivalent) in an appropriate field. OR three full academic years of higher‑level graduate education leading to a Ph.D. or equivalent doctoral degree. OR an equivalent combination of experience and graduate study as described above.

GS‑12

One year of directly related specialized experience at the GS‑09 level, including broad operational accounting and financial management, analyzing and reconciling accounting data, and performing research and inquiries on various accounting topics.

GS‑13

One year of directly related specialized experience at the GS‑12 level, including financial data analysis, processing transactions, reconciling and reviewing outputs in accordance with GAAP or governmental accounting practices, supporting audits, and gathering, organizing, and analyzing accounting data to identify problems.

GS‑14

One year of directly related specialized experience at the GS‑13 level, including applying analytical techniques to resolve complex accounting and systems issues, working with senior managers and external stakeholders, and overseeing or evaluating accounting functions such as financial reporting, property, accounts payable, travel, payroll, cost accruals, and reimbursable activity. Promotion Potential The full performance level will vary based on the position and does not default to the highest grade advertised. Education Basic Requirement Successfully completed a full 4‑year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major in accounting or a related field with at least 24 semester hours in accounting or auditing. Up to 6 hours may be business law. Or A combination of education and experience, having at least 4 years of accounting experience or an equivalent combination of accounting experience and training. Additional qualifications: 24 semester hours in accounting or auditing courses. A professional accounting certification such as CPA or CIA. Completion of a degree with substantial accounting coursework, combined with proven professional experience, as described above. Additional Information Applicants must select the lowest grade for which they are eligible in the questionnaire.
