SNAP Quality Assurance (QA) Data Specialist

Overview This position is a staff authority and pacesetter with a unique level of technical expertise in SNAP Quality Assurance data reporting systems and analytical applications. The role supports the Division's policy and programming decisions related to SNAP eligibility data and performance metrics, including Application Processing Timeliness (APT), Recertification Processing Timeliness (RPT), Payment Error Rate (PER), and Case and Procedural Error Rate (CAPER). The role uses multiple data systems (e.g., Rushmore Case Review System, Colorado Benefits Management System, EBTedge, and QCS) and designs statewide data reporting systems to inform performance management at the executive level, program level, and county level. The position involves data security, accuracy, and integrity, and requires SQL expertise to reference and integrate data from various source systems for analysis and decision-making. The role also develops methods for tracking program information and capturing outcome data for evaluation using dashboards, Tableau, and other software. Hybrid/Location Note: Hybrid position with a minimum of 2 required in-office days at 1575 Sherman St. These requirements are subject to change. Primary Job Duties Summary of Design, Build, and Manage SNAP Quality and Performance Data : This role is the staff authority for SNAP Quality and Performance data with knowledge of multiple systems elements, architecture, processing, and data extraction from multiple sources to answer questions or solve problems. Summary : Create and maintain reports outside CBMS, FIS, QCS, and Rushmore databases; maintain data dictionaries to ensure program reporting compliance. Extract data from three to four source databases to inform reporting and drive corrective action. Develop and evaluate programming and coding to establish best practices for combining SNAP data sets. Communicate strategic performance analysis in internal and external meetings. SNAP Data Analyst : As staff authority for SNAP Quality and Performance data, develop reports and dashboards using TOAD, Tableau, and Excel to support day-to-day operations and performance management for State SNAP units and counties. Create and maintain a library of standard and ad-hoc report code. Corrective Action Plans and CBMS Recommendations : Provide information and support for SNAP federal Corrective Action Plans and CBMS improvements. Evaluate error trends statewide and in specific areas; provide data for Corrective Action Plans and recommendations for guidance, training, or CBMS improvements to prevent future errors. Other Duties : Perform other duties as assigned related to the Department, FEAD, and SNAP Team goals. Qualifications Experience Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights: Seven (7) years of relevant experience in data management, data reporting, and data analysis; experience with large, complex relational databases; ability to extract data and manipulate it for performance evaluation and reduction of processing errors. Proficiency in SQL and in interpreting complex metrics to inform actionable recommendations; ability to communicate insights to stakeholders to drive quality improvement. OR Education And Experience A combination of related education in Public Health, Economics, Public Policy, Research Methodology, Statistics, Mathematics and/or relevant experience in data management, data reporting, and data analysis equal to seven (7) years. Requires 4+ years of experience applying data management and analysis skills to reduce operational processing errors; proficiency in SQL and in creating actionable insights.
