Motor Vehicle Operator

Summary This position is located at a PHS Indian Health Center within the Billings Area in the Purchase Referred Care Department. The purpose of this position is to provide patient transport services for the Service Unit assigned. The incumbent is responsible for vehicle operation, operator maintenance, and passenger safety. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021). Responsibilities Daily transports of patients referred from the Poplar and Wolf Point IHS Clinics to and from physician, dentist and hospital appointments in Miles City, Great Falls, Billings, Sidney, Bismark, ND and Williston, ND, and various other places by GSA vehicle. Maintains a record log of daily transports. Perform preventative maintenance inspections on all vehicles. Assist patients, handicapped individuals in and out of vehicle, appointments or lodging area. Assist the Maintenance department in duties working around the clinic area and grounds performing general maintenance functions and various duties as needed. Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position. The investigation must find that you are suitable for Federal employment in your position. If you are found not suitable, you will be terminated after you begin work. You may be subject to a credit check as a part of the background investigation process. Prior to the appointment, candidates must present two valid forms of identification. If one of the documents is a state-issued ID or driver's license, it must be REAL ID-compliant. This is a Testing Designated Position. Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment. The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position. Appointment to the position will be contingent upon a negative applicant drug test result and be subject to random, reasonable suspicion, and post-accident drug testing upon hiring. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Candidates for this position will be evaluated under the federal wage system job grading standards for WG-5703. No specific length of experience is required. Applicants will be rated on the basis of their response to the assessment questions included in the vacancy announcement and the information contained in their resume. This job has screen-out element(s) which will be used to determine minimum eligibility for this job. Applicants who do not meet the screen-out element(s) will be found ineligible. SCREEN-OUT ELEMENT: A valid State Driver's License is required to operate government-owned or -leased motor vehicles. SCREEN-OUT ELEMENT: Ability to do the work of the position without more than normal supervision. PHYSICAL EFFORT: Light physical effort is used in reaching, bending, turning, or moving hands, arms, feet, and legs to operate hand controls on vehicles operated. When hauling supplies and equipment may be required to lift objects weighing less or more than 50 pounds. When performing custodial duties physical effort is involved in moving and controlling heavy powered equipment, carrying and setting up ladders and scaffolding, etc. Must frequently lift and move objects weighing up to or over 50 pounds. You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. Appointment to the position will be contingent upon a negative applicant drug test result and be subject to random, reasonable suspicion, and post-accident drug testing upon hiring.
