All telework must be performed in the State of Maine. Currently, this position is not eligible for visa sponsorship or STEM OPT extensions. JOB DESCRIPTION: This position is of a managerial nature in directing and overseeing the analysis and design of business procedures for complex revenue service processing operations, their transition to digital processing, and adherence to quality standards. Responsibilities include managing all facets of the systems project life cycle; directing teams/units; establishing effective security controls, quality standards, business requirements, protocols, operational needs, and resource priorities; overseeing complex projects; assessing risk factors; and supervising professional and clerical employees. Work is performed under limited supervision. REPRESENTATIVE TASKS: Directs others in operation planning, evaluation, and system project design activities to ensure that current and new projects meet goals and objectives. Develop, analyze, and evaluate policies, procedures, and plans that bring MRS in compliance with complex system safeguards controls established by the National Institute of Standards and Technology. Oversees development of complex documents to ensure proper delivery of program services and product deliverables. Establishes quality control standards, business requirements, procedures, controls, operational needs, and resource priorities to maintain operational requirements. Develops project plans and identifies critical control points and preventive measures to establish critical limits, monitor procedures, and direct execution of corrective actions. Oversees analysis, testing, and validation of systems and applications to maintain data integrity, comply with quality assurance standards and safeguards requirements, and meet business needs. Provides expert technical advice and consultation to management, stakeholders, and professional staff regarding quality assurance and safeguards standards and associated business practices. Collects and evaluates pertinent data related to projects and proposed legislation to develop reports and recommendations, summarize information, and document trends and results. Collaborates with stakeholders, vendors, project teams, and managers to discuss problems, correct plans, and implement organizational solutions. Oversees the development and integration of performance measures into business processes, and tests system improvements to administer and monitor system changes. Develops continuity plans for the agency in accordance with safeguard standards and emergency management best practice. Monitors and direct analysis of the agency’s interagency and vendor relationships on safeguards. Responds, coordinates, and analyzes multidiscipline safeguard incident response within the agency. Maintain accurate documentation of inventory and lifecycle management of hardware, software, equipment, and other agency assets from acquisition through disposal. Establish and maintain internal controls that promote accountability, reduce risk, and ensure the integrity of financial and asset management data. Implements and complies with human resource laws, policies, procedures, and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety. Preference will be given to applicants with experience in managing safeguarding operations; business continuity, disaster recovery and policy planning. MINIMUM QUALIFICATIONS: An eight (8) year combination of education, training, and/or progressively responsible professional experience in project management, systems analysis, business analysis, or related field that demonstrates a thorough knowledge of systems improvement and project management concepts and the ability to develop and implement business plans. Experience must include at least two (2) years supervising teams and/or units. Preference will be given to applicants with experience in managing safeguarding operations; business continuity, disaster recovery and policy planning.
