Data Management ManagerFederal Reserve Bank of Kansas City Data is the fuel for nearly every decision within the Federal Reserve System, and we are working to modernize how Supervision and Regulation (S&R), including Consumer Compliance, manages and uses data via the Common Data Platform (CDP). CDP is an exciting, multi-year, strategic initiative for System S&R to create a cloud-based, end-to-end data management, modeling, and analytics platform. In partnership with System IT, CDP is being developed to move data and data management capabilities to the cloud to improve users' experiences in accessing, generating, analyzing, modeling, and deriving value from data to drive business goals and strategies. We are seeking a full-time Data Management Manager to oversee the S&R CDP data management implementation, including S&R's data catalog, access management, records management, and engagement with data sponsors and stewards for data needs and priorities within the supervision technology portfolio. The S&R CDP data management team is a mix of rotational and full-time positions, working in partnership with the Board S&R Business Enablement Data Governance team, Reserve Bank data management functions, and System IT data governance partners. While you will remain an employee of your home District, you will lead a diverse, matrixed group of staff and engage with a variety of S&R leaders and stakeholders throughout the Federal Reserve System. You will report directly to the CDP S&R Business Director and administratively to a leader in your local S&R function.Key Activities:Accountable for day-to-day oversight of CDP S&R data management, cataloging, access management, records management, and communications with primary Board and System data management stakeholders.Lead scalable data management solutions and support models to increase efficiency and reduce risk. Examples include metadata/data cataloging initiatives, data access enablement, business data taxonomies and relationships, and data quality frameworks.Lead partnerships with S&R stakeholders to facilitate adoption of data management practices and identify opportunities to strengthen or expand capabilities through specific use cases. Represent S&R in discussions with CDP and System stakeholders to define and implement future state access management solution for S&R. These solutions include aiding S&R's transition to an attribute-based access control (ABAC) model from its legacy role-based access control (RBAC) model.Interacts with other members of management, including senior management at the Reserve Bank(s), Board of Governors, and other regulators, to resolve escalated issues and/or provide continuous improvement recommendations related to CDP functions, policies, and processes to minimize risks.Plan, develop, implement, and evaluate organizational data management strategies in support of the CDP and S&R's key initiatives.Mentor a strong team of data management and project management professionals.Attracts, motivates, develops, and leads high caliber staff, while providing them with needed resources, experiences, and effective coaching and performance feedback.Guides and develops methodologies to measure success of data management efforts and to continuously improve approaches. Provides direction on execution of CDP business data management strategy to program Sponsors, staff and stakeholders, including but not limited to driving action plans resulting from data management assessments; identify, analyze, prepare risk mitigation tactics; consult and coach all levels of the organization; support communication and training efforts; coordinate efforts with other leaders within S&R manage and act swiftly on CDP feedback.What we are looking for:Familiarity with S&R and Board data policies (e.g. Access and Use Policy for Confidential Data, various Board Data Governance policies (Data Governance Roles))Accomplished leadership perspective, problem solving and analytical skills, including ability to demonstrate influence and well-reasoned decision making in situations that involve complex or problematic issues, public scrutiny, market reactions, and potentially adversarial circumstances.Proven experience in the development and implementation of effective change management and communications plans, specifically with data management topics.Exceptional customer service and interpersonal skills, including working effectively in a team environment; motivating others to accomplish tasks; building networks to establish credible influence, and dealing honestly and directly with others.Ability to thrive in a fast-paced, unstructured environment.Strong verbal and written communication skills, including strong presentation and facilitation skills that enable communication in an articulate manner to a wide range of audiences.Ability to get results using comprehensive program and project management skills, including organizing planning, and execution.Demonstrated strong strategic vision and focus.Demonstrated commitment to integrity, service, inclusion, innovation, and growth and development.Broad knowledge of Federal Reserve S&R data, operations, regulations, and policies.Qualifications:Bachelor's degree in data science, information management, or related field from an accredited college or university, or equivalent combination of education and experience. Master's degree preferred.Typically requires 6 or more years of experience with banking and regulatory activities, which includes demonstrated leadership experience, or equivalent relevant regulatory/supervisory leadership experience in another organization, or an equivalent combination.Prior management experience in S&R, including hands-on expertise leading System strategic data management initiatives, is preferred.Certification with industry data management frameworks (e.g. Data Management Capability Assessment Model (DCAM) or Data Management Body of Knowledge (DMBOK)) preferred.General understanding S&R access management solutions (e.g. SR NAMS) and information security requirements.
