Behavioral Health Clinic Administrator III - Mental Health Services

Overview Under direction of the Behavioral Health Manager, plans, organizes, directs the full scope of operational activities and provides clinical and administrative oversight of a multidisciplinary team which provides behavioral health services to adults, seniors, or children services including a range of outpatient treatment and services to adults with serious mental illness, substance use disorders and performs related duties as required. Ideal Candidate The ideal candidates are detail oriented behavioral health professionals with superior organizational, time management, interpersonal and communication skills (both written and verbal). They are computer literate with strong proficiencies in Microsoft Word, Excel, and PowerPoint. Additionally, they have considerable experience in behavioral health assessment, treatment, case management practices, and substance use disorder treatment. Finally, they have a proven history of leadership in a clinical setting. NOTE: Given the nature of the work at Behavioral Health and the demographics within Ventura County, some Clinic Administrator positions will require bilingual (English/Spanish) skills, depending on location of the vacancy. However, all candidates who meet the minimum qualifications are encouraged to apply, regardless of their language skills to ensure that qualified candidates have the opportunity to compete for these positions, while also recognizing the importance of language skills in serving the diverse population of Ventura County. What We Offer The County of Ventura offers an attractive compensation and benefits package. In addition to the annual salary an employee within these positions may also be eligible for the following: Bilingual Incentive - Incumbents may be eligible for bilingual incentive depending upon operational needs and certification of skill. Educational Incentive - Incumbents may also be eligible for an educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, or 5% for completion of a graduate degree for educational attainments not specifically required by the position. Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. Health Plans - Full-time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans. Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses. Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS. Holidays - 12 paid days per year which includes a scheduled floating holiday. Department / Agency Health Care Agency - Behavioral Health Department Responsibilities Within the scope of licensure and/or area(s) of expertise, provides clinical and programmatic oversight of treatment team members, including supervision of assessment, treatment and rehabilitation of clients served by Behavioral Health; May carry a clinical caseload in compliance with state-mandated requirements for Clinic Administrators; Selects, trains and supervises multidisciplinary staff; Sets staff performance standards including standards in clinical areas within the scope of licensure and professional expertise; Evaluates employee performance and takes disciplinary actions as needed; Evaluates new clients to establish acuity level and assign staff accordingly, coordinates delivery of services by a multi-disciplinary team; oversees case discussions; reviews client charts to ensure compliance with departmental policies and process; Supervises collection and input of all client and cost data necessary to evaluate client outcome and cost benefit. This may include reviewing charts and ensuring the client documentation is completed in a timely manner; compiling and preparing reports on clients served and treatment outcomes; In collaboration with the Behavioral Health Manager, identifies potential and actual program and operational problems and assists in the development and implementation of policies and procedures to resolve them; Defines and advocates organizational goals and policies to employees and communicates employees' views to VCBH Management; Oversees the coordination and collaboration with County and community systems; and Performs other related duties as required. Education, Training, and Experience Considerable and progressively responsible behavioral health experience which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities can be obtained by: sufficient experience in mental health or addiction practice equivalent to three or more years of program experience. Necessary Special Requirements Licensed as a Clinical Social Worker, Clinical Psychologist, Professional Clinical Counselor, or Marriage and Family Therapist in the state of California; Lead or supervisory experience in a clinical setting. Desired Experience monitoring and reporting on team performance including electronic health record, client outcome goals, productivity, expenditures, and revenue; Knowledge of quality improvement processes; Experience working with seriously mentally ill youth and/or adults with dual diagnosis; Possession of a valid California driver license; Bilingual in English and Spanish. Knowledge, Skills, and Abilities Thorough knowledge of behavioral health assessment, treatment, and case management practices; Behavioral Health Department clinical policies and procedures; staff supervision and personnel practices; and other local public agency goals and practices. Comprehensive ability to: supervise a multi-disciplinary team and provide clinical oversight in a Behavioral Health program, include program development; diagnose and treat persons with severe mental illness and/or treat persons with substance abuse disorders; utilize personal computing hardware and software; prepare reports; maintain medical record standards; work independently toward specific goals; provide active and positive leadership; develop community resources; work within budget constraints; respond effectively to crises; effectively handle persons who are angry, demanding, emotionally upset and/or resistant to treatment; evaluate safety and risk factors for staff and clients; maintain cooperative working relationships with staff, community members, and other governmental agencies; communicate effectively, both orally and in writing; review and legally sign-off on treatment plans, override medical necessity; and supervise Marriage and Family Therapist (MFT), Associate Marriage and Family Therapist, Associate Clinical Social Worker (ACSW), Master of Social Work (MSW), Associate Professional Clinical Counselor (APCC) and Licensed Professional Clinical Counselor (LPCC).
