Summary of Job Duties Northshore Utility District in Kenmore, Washington is seeking a Part‑Time Human Resources Generalist. Work Schedule: Non‑exempt, Part‑Time, Wednesday – Friday 8:00 a.m. to 4:30 p.m. or Wednesday – Friday 7:00 a.m. to 4:30 p.m. Incumbent in this position performs the daily functions of the Human Resources Department, including administering leaves, benefits, training, assisting in recruitment, records management, and enforcing company policies and practices. REPORTING DIRECTLY TO: Human Resources Manager Examples of Duties Coordinates, reviews, tracks, and documents compliance with mandatory and non‑mandatory training, continuing education, and work assessments. This may include anti‑harassment training, professional licensure, and aptitude exams and certifications. Performs routine tasks required to administer and execute human resource programs including benefits, leaves, recognition, morale, training, and development. Maintains compliance and best practices with federal, state, and local employment laws and regulations; reviews policies and practices to maintain compliance. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources and employment law. Maintains hard copy and electronic personnel, medical, and training files in an accurate and up‑to‑date manner. Maintains accurate, confidential employee records in compliance with legal and organizational requirements, ensuring timely updates, secure storage, and proper retention and disposal practices. Assists and maintains the applicant tracking system (ATS) (NeoGov) and works with the vendor to resolve issues. Assists in coordinating the full‑cycle recruitment and selection process, onboarding, and off‑boarding. Assists and reviews policies and procedures. Provides information and interpretations of policy and labor law to various District departments, employees, job applicants and the public. Other duties as assigned. Minimum Qualifications Strong attention to detail and the ability to effectively manage multiple priorities in a timely manner. Skill in using initiative and independent judgment within established guidelines. Proficient organizational skills and problem solving. Knowledge of pertinent Federal and State laws and regulations related to Human Resources, including FLSA, ADA, FMLA, EEOC, and other employment‑related laws and regulations. Strong communication skills (oral and written); including the ability to compose professional correspondence. Ability to maintain and establish effective and cooperative working relationships with District employees, public and public officials and to work as a positive team member. Ability to act with integrity, professionalism, and maintain confidentiality. Thorough knowledge of employment‑related laws and regulations. Proficient with Microsoft Office Suite or related software. Experience / Education Four years of increasingly responsible professional experience in two or more of the following: benefits, leaves, training, recruitment and development. A combination of education and experience that provides the requisite knowledge, skills and ability required to successfully perform the duties of this position. Licensing Requirements Valid Washington State Driver’s License preferred not required. Certification as a Professional in Human Resources (PHR) from the HR Certification Institute or SHRM Certified Professional (SHRM‑CP) from the Society for Human Resource Management (SHRM) is preferred. Working Conditions Work is primarily performed in a standard office environment. This position requires frequent use of a computer and standard office equipment, including repetitive hand and finger motions for typing and data entry. The role requires the ability to communicate effectively through talking and hearing, as well as sufficient visual acuity to perform job duties. The employee must be able to move about the office environment to attend meetings, access work areas, and interact with staff. This may include standing, walking, bending or reaching as needed. Occasional lifting or carrying of objects up to 25 pounds may be required. Occasional travel may be required for meetings, training or other job‑related activities. A valid Washington State driver’s license is preferred but not required; alternative arrangements may be made for transportation when necessary if cost and time reasonably matches.
