Pricing Analyst

TechTrans International provides language services and travel logistics including language instruction, interpreting, translation, travel coordination, and other specialized support. We have international offices, employees, and clients around the world. We are seeking a full-time Pricing Analyst for our Clear Lake office. The Pricing Analyst will support the development of compliant and competitive pricing for federal, commercial, and international opportunities. Responsibilities include preparing cost estimates and pricing models, analyzing solicitation requirements, collecting and evaluating cost inputs, supporting pricing strategy, documenting the basis of estimate, and preparing accurate, auditable cost and price proposals. The Pricing Analyst will report to the Chief Financial Officer and work closely with the Senior Pricing Analyst, who will provide day-to-day pricing guidance, training, and mentoring. The position requires regular coordination with Business Development, Contracts, Operations, Accounting, program managers, and other proposal team members. Duties and Responsibilities: Review solicitations, statements of work, amendments, and customer requests to identify pricing requirements, evaluation criteria, submission instructions, and potential compliance risks. Prepare complete, accurate, and compliant pricing in accordance with applicable customer requirements, GSA requirements, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Cost Accounting Standards (CAS), and Truthful Cost or Pricing Data requirements. Develop and maintain Excel-based pricing models for firm-fixed-price, time-and-materials, labor-hour, cost-reimbursement, IDIQ, task-order, and other contracting arrangements. Prepare cost estimates, price proposals, cost volumes, rate schedules, budgetary estimates, Rough Orders of Magnitude (ROMs), and quick-turn quotations. Coordinate and evaluate pricing inputs, including labor categories, staffing levels, labor hours, compensation, escalation, indirect rates, travel, other direct costs, subcontractor costs, and fee. Manage multiple concurrent pricing assignments, establish production schedules, and communicate regularly with proposal team members regarding deadlines, required inputs, and outstanding actions. Prepare and maintain appropriate documentation supporting all pricing rationale, assumptions, methodologies, source data, calculations, approvals, subcontractor quotations, and proposal revisions. Develop and support competitive pricing strategies through historical cost analysis, market research, price analysis, cost analysis, and review of prior proposal results. Issue and track subcontractor pricing data calls and evaluate subcontractor quotations for completeness, consistency, and reasonableness. Coordinate with internal customers and proposal team members to obtain required pricing inputs, resolve outstanding questions, and meet established proposal deadlines. Prepare timely statistical and analytical reports regarding pricing activities, proposal status, workload, and results. Partner with Business Development, Contracts, Operations, Accounting, and program management to assess pricing strategies, cost risks, contractual requirements, and proposed solutions. Perform independent quality-control reviews of pricing models, quotations, cost volumes, and proposal submissions for mathematical accuracy, consistency, compliance, and traceability to solicitation requirements. Analyze quotations and pricing data to support budgeting, forecasting, operational planning, and management decision-making. Analyze customer requirements and communicate pricing assumptions, methodologies, risks, and results clearly to technical and nontechnical stakeholders. Support Operations and Accounting during the transition of new contracts by providing approved pricing, assumptions, labor categories, rates, and other relevant supporting documentation. Provide pricing documentation and analysis to Operations and Accounting, as needed, to support budgeting, contract administration, or invoice reconciliation. Support responses to post-submission questions, requests for clarification, discussions, negotiations, audits, and requests for additional cost or pricing information. Support the maintenance and continuous improvement of pricing templates, historical databases, rate libraries, procedures, and quality-control processes. Requirements: Bachelor’s degree in finance, Accounting, Business Administration, Economics, or a related field preferred. Relevant government-contracting and pricing experience may be considered in lieu of a specific degree. A master’s degree, professional certification, or other advanced training in a related field is desirable. Minimum of three to five years of progressively responsible experience in pricing, cost estimating, finance, proposals, or government contracting, including experience preparing multiple concurrent quotations and cost proposals in a fast-paced environment. Working knowledge of commercial and federal government contracting requirements, including applicable GSA requirements, FAR, DFARS, CAS, Truthful Cost or Pricing Data requirements, and DCAA expectations. Working knowledge of common federal contract types, including firm-fixed-price, time-and-materials, labor-hour, cost-plus-fixed-fee, and cost-plus-award-fee arrangements. Experience analyzing solicitations, preparing pricing models, developing bases of estimate, and supporting compliant cost or price proposal submissions. Advanced Microsoft Excel skills, including complex formulas, linked workbooks, lookup functions, data validation, pivot tables, and financial-model quality control. Proficiency in Microsoft Word and PowerPoint is also required. Candidates may be asked to complete a job-related Excel or pricing exercise. Experience with Costpoint, ProPricer, SharePoint, Microsoft Teams, or similar systems is preferred. Strong analytical, organizational, time-management, problem-solving, written communication, and interpersonal skills. Ability to manage competing priorities, work independently and collaboratively, follow established review procedures, and meet firm proposal deadlines.
