Communications Shift Supervisor
We invite you to apply to join our team as a full-time (40 hours per week), non-exempt Communications Shift Supervisor. The purpose of this position is to supervise, lead, plan, coordinate, and direct all operational aspects of the York County Public Safety Answering Point/911 Dispatch Center during the assigned shift to ensure accurate and efficient processing of all incoming requests for Law Enforcement, Fire, Emergency Medical Services, and other emergency and non-emergency personnel and services. Projected Pay Rate: Pay Rate/Grade 117: $27.33 - $32.79 per hour. Salary is dependent on experience and education. Work Schedule: 6:00 PM - 6:00 AM or 6:00 AM - 6:00 PM, will be required to work twelve-hour shifts to include holiday and weekend shifts.

Duties and Responsibilities:
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Manages and supervises all aspects of 911 PSAP shift operation.
- Receives all E911, emergency, and non-emergency telephone calls for law enforcement, emergency medical services, fire service, coroner, fire marshal, emergency management, animal control, and other emergency agencies; provides appropriate lifesaving information and pre-arrival instructions to the caller to stabilize the situation until the arrival of emergency services. Prioritizes calls for service and provide basic crisis counseling support to callers to avert potential self-hazard, suicide, or hostage situations.
- Utilizes sophisticated systems status management technology to monitor, update, and control the location and movement of emergency units to ensure calls for service are prioritized and resources are efficiently managed to save lives, property, and maintain life safety of responders.
- Utilizes state-of-the-art communications systems to maintain radio and data communications with responders to provide timely and accurate information. Ensures responders are provided with all pertinent information via radio and mobile data systems to ensure their safety. Maintain constant track of all field units to ensure their safety.
- Utilizes Computer Aided Dispatch systems, Geographic Information Systems, MARVLIS, and other technology systems to accurately record and maintain information received from callers and emergency response personnel, determine location of emergencies, identify potential hazards, prioritize and manage resources, and ensure efficient handling of calls for service.
- Ensures all communications and PSAP operations are in compliance with and adhere to policies, procedures, protocols, standards, and applicable local, state, and federal laws. Ensure all calls for service are answered and dispatched in accordance with County, CALEA, and NFPA standards.
- Directs subordinate staff in determining appropriate actions to take in any situation that is not clearly defined in established policies, procedures, and standards to ensure life safety of the public and responders, preservation of property and limit the liability of the County.
- Utilizes NCIC system to enter updates, maintain and retrieve law enforcement information, obtain criminal histories, driver's license history, vehicle registration, and other requested records and information.
- Monitors incoming/outgoing calls and radio traffic being processed by staff to ensure compliance with all applicable policies, procedures, and standards and that all relevant information is documented in CAD. Ensures proper pre-arrival instructions are provided to callers in accordance with policy and procedure.
- Receives and processes complaints from citizens, emergency response organizations, and other served entities. Works with staff for a resolution and provide appropriate documentation to management.
- Performs related work as assigned.
Education and Experience Requirements:
- Associate's Degree in Psychology, Mass Communications, Public Safety, Emergency Management or related field.
- Five (5) years of emergency dispatch or closely related experience or an equivalent combination of education, training and experience.
Special Certifications and Licenses:
- Must possess Association of Public Safety Communications Officials Emergency Medical Dispatch, Association of Public Safety Communications Officials Certified Supervisor.
- Association of Public Safety Communications Officials Certified Fire Dispatch.
- Association of Public Safety Communications Officials Basic Telecommunicator.
- Association of Public Safety Communications Officials Certified Training Officer.
- National Crime Information Center (NCIC) Certification.
- South Carolina Criminal Justice Academy Telecommunicator (SCCJA) Certification.
- National Incident Management System 100 (Incident Command System), 200 (Incident Command System for Single Resources and Single Action Incidents), and 700 (National Incident Management System), IS-5. A.
- Introduction to Hazardous Materials and Cardiopulmonary Resuscitation are preferred.
