Facility Security Analyst - Mid

Facility Security Analyst – Mid ASRC Federal’s Digital customer at the Washington DC - Navy Yard location seeks a qualified Facility Security Analyst – Mid to support the Program Executive Office (PEO) Digital. The Analyst will establish and maintain facility clearances (FCL) and associated programs for the Navy PEO DES.

SUMMARY

This position is crucial for managing contractor personnel clearances, submitting personnel for clearances, tracking employees, and ensuring compliance with Navy security requirements. The role includes routine security administrative functions such as onboarding/off‑boarding, CAC policy review, training documentation, and visitor management. The Analyst may also assist with SIPR room procedures, building access authorization, and monitoring contractor locations using specialized tools and software.

RESPONSIBILITIES

Provide high‑level personnel security support by reviewing and preparing personnel security documentation. Analyze personnel security information and review statistical reports. Prepare and update tracking and data collection as well as performing routine security administrative functions. Assist with SIPR room opening/closing procedures and access and building access authorization as needed. Monitor, track, and identify all contractor locations, company, contract expiration dates, and all onboarding/off‑boarding efforts using specialized tools and software. Assist with government monitoring of contractor locations and personnel using NAVWAR onboarding CMAR system. Ensure that contractor personnel possess the required clearance level for assigned positions. Validate the accuracy of security clearance data for government contractor personnel. Coordinate corrections for inaccurate clearance data and report analyses and discrepancies to the government. Assist the Contract Security Oversight Manager with conducting personnel compliance inspections, including collecting contractor position description data and ensuring positions are sufficiently identified, tracked, and in compliance. Assist the Contract Security Oversight Manager with conducting security inspections, ensuring correct briefings and debriefings and validating personnel lists. Provide physical security support, ensuring only authorized personnel enter designated facilities, inspecting CACs and badges, and assisting visitors with screening. Manually look up personnel requesting entry without valid identification using the Navy facilities access control system. Notify the COR of any security issues during normal duty hours. Provide tracking and updates of contractor personnel using Excel database collection tools, ServiceNow, NAVWAR SAAR‑N processing tools. Examine, evaluate, and investigate eligibility for or conformity with laws, regulations, and policies governing security compliance. Submit visit requests (VAR) for personnel using the government’s required security database. Collect data and prepare security‑related documentation, including reports, classification guides, and standard operating procedures. Conduct onboarding functions, ensuring new hires complete security‑related training and indoctrinate cleared personnel into programs. This position is mission essential and required to perform duties at the client location, subject to holidays, PTO, and COVID‑19 protocols.

JOB REQUIREMENTS

Performs all functional duties independently and as part of a team. 3 years of experience in DoD personnel security field in the following areas: Assists with and/or performs functional duties under the oversight of a more senior position. 1 or (1+) years of experience in DoD physical security field in the following areas: Oral and written communication skills. Critical thinking skills. Proficiency in Microsoft applications such as Word, Excel, PowerPoint, Outlook, and Teams. Ability to work independently and as a team member. Learn and apply administrative security support concepts to assigned duties. Specialized security and administrative support experience with a Navy acquisition program or related/comparable DoD agency experience. Manage sensitive and PII materials as directed by the government, implementing security‑related measures and controls per local and federal policies. Provide comments, questions, and recommendations to improve security practices and procedures. Provide support for program strategic security planning activities and CAC verification. Review security clearance levels for contractor personnel to ensure they possess the required clearance level for assigned positions. Validate the accuracy of security clearance data for government contractor personnel. Coordinate corrections for inaccurate clearance data, report analyses and discrepancies to the government, and assist stakeholders with strategies to mitigate risks associated with inaccurate clearance. Assist the Contract Security Oversight Manager with conducting personnel compliance inspections of contractor personnel (collecting contractor position description data, ensuring positions are tracked and compliant). Assist the Contract Security Oversight Manager with conducting security inspections (ensuring correct briefings/debriefings, validating personnel lists). Provide physical security support (ensuring authorized personnel access, inspecting CACs, assisting visitors). This includes providing support for personnel to enter bases/facilities and assisting visitors with screening of unauthorized equipment/material before receiving a visitor badge. Manually look up personnel who request entry without valid identification in their possession using the Navy facilities access control system. Ensure visitors register and receive a visitor ID badge and are escorted by authorized personnel as required before permitted to enter facilities. Notify the COR of any security issues during normal duty hours. This position is mission essential and required to perform duties at the client location (subject to holidays, PTO, COVID‑19 protocols). Will provide tracking and updates of contractor personnel using various systems and methods such as Excel database collection tools, ServiceNow, NAVWAR SAAR‑N processing tools. Examine, evaluate, and investigate eligibility for or conformity with laws, regulations, and policies governing security compliance. Perform personnel security compliance and enforcement inspections and analysis activities. Submit visit requests (VAR) for personnel using the government’s required security database. Collect data and prepare security‑related documentation (e.g., reports, classification guides, standard operating procedures, emergency response policies and regulations). May be required to conduct onboarding functions (ensuring new hires complete security‑related training, indoctrinate cleared personnel into programs, and provide security‑related training) as required.

EDUCATION

Bachelor’s degree. Substitute: 6 years of additional relevant work experience. Substitute: Associate degree plus 4 years of additional relevant work experience.

Active Secret Security Clearance Required.
