The primary purpose of this position is to serve as a security specialist, providing information, industrial, personnel, and physical security program functions in support of the organization.

Duties

Help

- Implements and administers the Information Security Program for the organization. Implements DoD, HQ USAF, and MAJCOM/FOA policies and develops local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by the organization's activities.

- Administers the Industrial Security Program for the organization. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and language. Reviews DD Forms 254, Contract Security Classification Specifications, for technical accuracy and sufficiency of classification guidance prior to approval.

- Administers the Personnel Security Program for the organization. Establishes local procedures for processing requests for security clearances for military and civilian personnel.

- Implements and administers the Physical Security Program. Provides program management for the Physical Security Program. Develops guidance and procedures that form the basis for the organization's physical security operations that meet directives, local conditions, and requirements.

- Assists managers in implementing security education and motivation programs. Advises managers of security training requirements, changes in security procedures, publication of security directives, and enhancements designed to increase security awareness.

• Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles, policy, procedures and methodology of security administration and skill in applying practical knowledge of applied security principles, concepts, and methodologies. Skills have been gained through experience or education to carry out difficult assignments independently. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas.

2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.

3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.

4. Ability to communicate orally and in writing, clearly, concisely, and accurately.

5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

CONDITIONS OF EMPLOYMENT CONTINUED:

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Department of Defense Security Fundamentals Professional Certification (SFPC) conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
