Technical Program Manager

Salary: $100,000 - 145,000 per year Requirements:

• We require a bachelors degree in Computer Science, Computer Engineering, Electrical Engineering, or a related technical discipline, plus 6+ years of relevant software engineering experience, or a masters degree in one of those fields plus 4+ years of relevant software engineering experience.
• We look for experience managing complex technical or software development efforts, control accounts, work packages, or comparable program execution scope.
• We expect working knowledge of EVMS concepts, including planned value, earned value, actual cost collection, variance analysis, and corrective action planning.
• We seek experience coordinating task planning, schedules, budgets, and technical delivery across multiple stakeholders.
• We need the ability to lead small teams or projects and influence execution without direct authority.
• We value strong organizational, analytical, and communication skills, along with close attention to detail.
• We require the ability to obtain and maintain a U.S. security clearance, if needed for the program.
• Preferred experience includes serving as a CAM, work package manager, software lead, project engineer, or technical program manager.
• Familiarity with Microsoft Project, Jira, or similar planning and dashboard tools is preferred.
• Experience with monthly EVMS reporting, ETC, EAC, and forecast updates is preferred.
• Background coordinating with finance, program management, and engineering leadership in a Department of Defense environment is preferred.
• Experience standardizing execution methods across multiple programs or teams is preferred.
• Experience supporting requirements and test dashboarding to improve program visibility is preferred.
• Experience preparing for formal internal or customer program reviews is preferred.

• We own control account planning and execution at the intersection of the work breakdown structure and organizational breakdown structure.
• We support work authorization, work package planning, budget management, progress assessment, issue identification, and corrective action for assigned control accounts.
• We integrate scope, cost, and schedule status for assigned work and act as the central point of management control within the control account.
• We lead monthly EVMS status reviews, variance analysis, forecasting, and reporting for assigned work scope.
• We evaluate and enhance the tools and processes used to track tasks, schedules, hours, requirements, and test status.
• We work closely with software leads, systems engineering, finance, and program management to align execution plans with technical and program priorities.
• We develop and maintain task plans, staffing assumptions, and execution metrics that improve predictability and program performance.
• We support bid and proposal activities by helping build executable plans, resource estimates, and cost and schedule assumptions.
• We identify risks and execution gaps early and recommend practical recovery actions to protect cost, schedule, and technical commitments.
