Attorney

Office of General Counsel is actively seeking an Attorney II – Tort. As a City of Jacksonville employee you will receive twelve (12) paid holidays, a personal leave day, and access to comprehensive health insurance, dental, vision, life insurance, and flexible spending plans. You also qualify for federal student loan forgiveness after ten (10) years of service. Key Responsibilities Perform legal research and prepare opinions on various legal issues. Negotiate, prepare, draft, revise and approve contracts, deeds, leases, resolutions, ordinances and other legal documents. Review documents and render opinions on their legal validity and acceptability. Investigate claims and complaints by or against the Consolidated Government and recommend action. Prepare for and try state and federal cases for damages, declaratory and injunctive relief, and other suits, including administrative proceedings and hearings; take depositions, prepare pleadings, motions, memoranda, discovery, briefs, and trial and appellate materials. Prepare proposed legislation and recommend repeal, amendment or revision of existing laws. Advise clients on legal matters. Represent the Office of General Counsel in cases, hearings, and at various internal board hearings and appeals. Attend meetings of the City Council, boards, agencies and OGC clients. Perform other duties as assigned. Required Qualifications Knowledge of judicial procedures, evidence rules, City Ordinances, Charter provisions, established precedents, and legal reference applicable to county and municipal activities. Ability to interpret and apply legal principles and precedents in resolving complex legal issues. Effective oral and written communication skills. Research skills in legal issues and preparation of legal opinions. Knowledge of municipal, county, state, and federal case law, statutory and regulatory law as it relates to City government. Ability to prepare and try civil law cases before county, state, federal courts, administrative bodies and arbitrators. Analyze and prepare civil law cases, ordinances, contracts and other legal documents. Establish and maintain effective working relationships. Graduation from an accredited law school and possession of a Florida license to practice law. Three (3) years of progressively responsible experience in the practice of law. Admissions and memberships in other organizations or to practice before courts may be required depending upon the respective practice group. Professional legal experience in government is preferred.
