Starting Salary Range: $66,997 - $87,097 annually

Position Status: Full Time, Non-Exempt, Union POSITION SUMMARY: The Resident Success & Self-Sufficiency Coordinator is responsible for providing comprehensive case management, service coordination, financial empowerment, and self-sufficiency programming to residents served by the Everett Housing Authority (EHA). This position supports housing stability while helping individuals and families increase economic independence through education, employment, financial literacy, and access to community resources. This position serves as a liaison between residents, Property Management and Rental Assistance staff, community partners, employers, educational institutions, and social service providers. Through assessment, coaching, advocacy, and resource development, the Resident Success & Self-Sufficiency Coordinator assists residents in overcoming barriers that may jeopardize housing stability or impede progress toward self-sufficiency. This role combines direct service delivery, program administration, financial coaching, community partnership development, and compliance responsibilities. In addition, this position provides self-sufficiency planning, coaching and recruitment services to eligible residents prior to formal FSS enrollment, as a part of EHA’s broader economic mobile strategy. While working with a diverse caseload of residents and program participants, the Resident Success & Self-Sufficiency Coordinator will develop individualized service plans, facilitate access to supportive services, promote financial empowerment, and support residents in achieving long-term housing and economic stability. ESSENTIAL DUTIES AND RESPONSIBILITIES: Administer and promote the FSS program by conducting outreach, recruitment, pre-enrollment interviews, eligibility assessments, participant enrollment, and execution of HUD Contracts of Participation. Maintain a pipeline of prospective participants and clearly communicate program requirements, benefits, and expectations. Develop and manage participant self-sufficiency plans by assessing individual strengths, interests, employment and education goals, financial circumstances, housing needs, and barriers; developing HUD/FSS Individual Training and Service Plans (ITSPs); and establishing measurable goals and interim objectives. Provide individualized coaching and case management to FSS participants through regular meetings, communication, assessment, problem-solving, goal setting, and follow-up to support housing stability, employment, education, financial stability, and economic mobility. Provide employment and career services, including job readiness, career planning, resume development, job applications, interview preparation, job search assistance, job retention, and income progression strategies. Provide financial capability and economic mobility services, including budgeting, financial literacy, credit building, homeownership preparation, and strategies to reduce reliance on government assistance and support transition to unsubsidized housing. Identify and coordinate supportive services and referrals to address participant barriers, including health care, childcare, behavioral health, legal services, domestic violence, food insecurity, utilities, transportation, education, employment, and other community resources. Assist participants with accessing and maintaining appropriate services and benefits. Develop and maintain community partnerships with employers, educational institutions, training programs, governmental agencies, social service organizations, and other community resources to expand opportunities and support participant success. Serve as a liaison between participants, EHA staff, and community partners. Develop and facilitate educational programming and workshops related to employment, education, financial literacy, credit, homeownership, economic mobility, and other FSS-related topics. Monitor participant progress and program outcomes through regular communication, documentation, data tracking, progress reports, and follow-up with participants, service providers, employers, and training programs. Maintain accurate participant and program records and ensure timely data entry, documentation, reporting, and compliance with HUD, FSS, and EHA requirements. Monitor and reconcile FSS escrow accounts using HUD worksheets, YARDI, Excel, and other applicable systems in coordination with the Resident Services Operations Manager and EHA Senior Accountant. Ensure compliance of participant annual certification; process interim escrow withdrawal requests, complete participant terminations and graduations, and verify participant accomplishments according to HUD guidelines and EHA program policies. Collaborate across EHA departments including Housing Management, Rental Assistance, Resident Services, Maintenance, and other departments to address participant needs, support housing stability, and coordinate effective service delivery. Support program development and continuous improvement by participating in program planning, performance measurement, community networks, professional development, and identification of resources and strategies that advance FSS and agency goals. Assist with grant writing, grant management, and provide reports to supervisor and other EHA leadership on program progress and outcomes as requested. Plan, organize and implement FSS participant education, networking or graduation events Perform duties in compliance with applicable laws, regulations, HUD requirements, mandatory reporting requirements, and EHA policies, including coordinating language translation services as needed. Requirements REQUIRED KNOWLEDGE OF/SKILL IN: Excel as a communicator, demonstrating compassion and active listening skills to identify root causes and find solutions Be capable of managing multiple viewpoints and seeing situations from different perspectives, while also being highly responsive Ability to maintain professional and ethical boundaries with residents while providing supportive services, coaching, advocacy and case management Have a thorough knowledge of available resources and social services and an understanding of how to access or make appropriate referrals Have a thorough knowledge of available education programs, vocational resources, financial tools, second chance banking programs, homeownership pathways, and social services and an understanding of how to access or make appropriate referrals Familiarity or experience with SMART goals and other financial coaching/mentoring methods Experience writing individual service or work plans, maintaining appropriate case file records, using database software, and preparing reports Understanding or history of working with grants and ensuring program compliance Ability to work independently and manage time and tasks efficiently in an evolving environment EDUCATION AND EXPERIENCE: Bachelor’s degree in social work, human services, public administration, or related field AND Considerable experience in social services, housing programs, case management, vocational and/or educational counseling, financial coaching, frontline financial services such as banking and lending. OR An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position. COMPETENCIES
