We are seeking an experienced payroll professional who thrives in a fast-paced construction environment and enjoys managing complex payroll operations with a high degree of accuracy and ownership.
This role is ideal for someone with strong union payroll, certified payroll, and multi-state payroll experience who wants to serve as the payroll subject matter expert for a growing organization. This position is based at our Atlanta headquarters and requires regular onsite attendance. Remote and hybrid work arrangements are not available for this role.

The Senior Payroll & Compliance Specialist plays a critical role in ensuring employees are paid accurately, labor costs are properly tracked, union obligations are met, certified payroll requirements are fulfilled, and payroll processes remain compliant and audit-ready.
This position works closely with Human Resources, Finance, Operations, and field leadership while serving as the primary payroll expert for the organization.

Key Responsibilities
Payroll Administration
- Lead end-to-end payroll processing for weekly and bi-weekly payroll cycles
- Review payroll data for accuracy, completeness, and compliance
- Validate employee hours, earnings, deductions, and job cost allocations
- Process overtime, per diem, bonuses, retroactive pay, and special payroll transactions
- Review payroll registers and resolve discrepancies prior to processing
Union and Certified Payroll Compliance
- Administer payroll in accordance with collective bargaining agreements
- Calculate and reconcile union fringe benefits, deductions, and remittances
- Prepare and submit certified payroll reports for prevailing wage and Davis-Bacon projects
- Maintain documentation supporting payroll compliance requirements
- Support union audits and reporting obligations
Multi-State Payroll Compliance
- Ensure compliance with federal, state, and local payroll regulations
- Manage payroll tax compliance across multiple states
- Monitor legislative and regulatory changes impacting payroll operations
- Partner with HR and Finance to ensure compliance with wage and hour requirements
Payroll Audits and Controls
- Serve as the payroll system expert for Paylocity and related systems
- Support payroll integrations and reporting processes
- Identify opportunities to improve payroll accuracy, efficiency, and reporting
- Assist with system testing, implementations, and upgrades
Employee Support and Issue Resolution
- Serve as the escalation point for complex payroll inquiries
- Provide guidance to employees, supervisors, and managers regarding payroll policies and procedures
- Deliver timely and professional resolution to payroll-related concerns
Required Qualifications
- 5+ years of payroll experience
- Minimum 2 years in a senior-level payroll role
- Multi-state payroll experience required
- Union payroll experience required
- Certified payroll reporting experience required
- Strong understanding of payroll tax regulations and wage and hour compliance
- Experience using Paylocity or comparable payroll/HRIS platforms
- Advanced Excel and payroll reporting skills
- Strong analytical and problem-solving capabilities
Preferred Qualifications
- Certified Payroll Professional (CPP) designation
- Construction, industrial, manufacturing, transportation, or field-service industry experience
- Experience supporting Davis-Bacon, prevailing wage, and government-funded projects
- Experience supporting weekly union payroll environments
- Experience with labor costing and job costing processes
