Manager, MAST & Maintenance Governance

The Manager, MAST & Maintenance Governance is accountable for fleet-wide planned maintenance governance, ensuring maintenance strategies, work order discipline, PMS data integrity, system configuration, and reporting standards support regulatory compliance, asset reliability, and operational readiness. The role serves as the functional link among Technical Asset, shipboard engineering teams, Corporate MAST, IT, Supply Chain, Finance, Data Governance, and external authorities, leading the transition from legacy maintenance processes to standardized MAST practices with a focus on AMOS/AMA readiness, MRD1001 alignment, auditability, change control, sustainable post-go-live governance, and timely resolution of systemic PMS and MAST issues. Essential Functions: The Manager, MAST & Maintenance Governance is accountable for fleet-wide planned maintenance governance, ensuring maintenance strategies, work order discipline, PMS data integrity, system configuration, and reporting standards support regulatory compliance, asset reliability, and operational readiness. The role serves as the functional link among Technical Asset, shipboard engineering teams, Corporate MAST, IT, Supply Chain, Finance, Data Governance, and external authorities, leading the transition from legacy maintenance processes to standardized MAST practices with a focus on AMOS/AMA readiness, MRD1001 alignment, auditability, change control, sustainable post-go-live governance, and timely resolution of systemic PMS and MAST issues. MAST Deployment Readiness and Data Validation: Lead validation, verification, and correction of PMS-related data before vessel migration to MAST, including equipment hierarchy, maintenance tasks, spares links, document attachments, mandatory fields, and data quality exceptions. Performance Monitoring, Defect Management, and Continuous Improvement: Oversee PMS/MAST issues, ADM/ADO tickets, recurring defects, data quality exceptions, and process deviations. Develop and monitor KPIs related to planned maintenance compliance, overdue and deferral trends, backlog health, data completeness, repeat failures, MTTR/MTBF support indicators, and audit readiness. Drive timely resolution, root cause analysis, corrective and preventive actions, and provide leadership with performance insights, emerging risks, trends, and recommendations to improve compliance, reliability, and operational effectiveness. Stakeholder Coordination and Change Management: Collaborate with shipboard and shoreside stakeholders, vendors, Class and Flag authorities, and technical experts to support maintenance planning, resource alignment, change management, technical standards development, and successful fleet-wide adoption of maintenance processes. Technical Compliance and Audit Readiness: Lead the governance review and approval process for PMS strategies, maintenance standards, system changes, and Class survey alignment within delegated authority. Direct and coordinate SMEs in the development of technical specifications, quality requirements, maintenance job descriptions, and contractor scope while ensuring maintenance records and completion evidence support regulatory compliance and a defensible audit trail. Work Planning and Resource Interface: Review planned maintenance workload against itinerary, manpower, riding teams, contractor needs, and spares availability. Escalate constraints before they create overdue maintenance, compliance risk, or operational disruption. Establish fleet priorities and coordinate shoreside, shipboard, vendor, and contractor resources to address maintenance risks, overdue work, and system deficiencies. Knowledge, Skills & Abilities: Scope: Responsible for fleet-wide governance of the Planned Maintenance System (PMS) and MAST, ensuring maintenance standards, data integrity, system configuration, reporting, and change management support compliance, asset reliability, and operational readiness. Problem solving: Resolves complex maintenance, system, and data governance issues by analyzing risks, identifying root causes, and implementing sustainable solutions that balance regulatory requirements, operational needs, and business objectives. Impact: Directly influences fleet compliance, audit readiness, maintenance performance, and asset reliability. Effective decisions improve operational efficiency, reduce risk, and support consistent maintenance execution across the fleet. Leadership: Provides functional leadership and subject matter expertise across shipboard and shoreside stakeholders, driving standardization, system adoption, governance, and continuous improvement through collaboration and influence. Essential/Minimal Qualifications: Bachelor’s degree in Marine Engineering, Naval Architecture, Mechanical Engineering, or related technical field required. Master’s degree or project management certification preferred. Working knowledge of MAST processes, AMOS/AMA, legacy Infoship transition concepts, work order lifecycle, job description attachments, maintenance data fields, ticket resolution workflows, and system discipline. Strong understanding of ISM Code maintenance expectations, MRD1001, GHESS, Class, Flag, USCG, statutory requirements, audit readiness, and planned maintenance certification/approval principles. Demonstrated ability to lead technical specialists and cross-functional initiatives, influence stakeholders, manage competing priorities, resolve conflicts, drive change adoption, and communicate effectively with technical and non-technical audiences. •Strong analytical and reporting capabilities, including proficiency with Microsoft Excel, Power BI or comparable reporting tools, KPI development, data analysis, project planning, and structured documentation. Essential Experience Required: 5-7+ years of marine technical operations experience preferred, including shipboard senior engineering experience or shoreside marine technical management. Experience governing planned maintenance systems, maintenance planning, database validation, equipment reliability, data integrity, and fleet maintenance compliance. Experience leading fleet-wide technical initiatives, system implementations, process standardization, or governance programs involving shipboard and shoreside stakeholders. Shipboard senior engineering experience or shoreside marine technical management experience is strongly preferred. Travel 25-50% with shipboard travel likely Work Conditions Work primarily in a climate-controlled environment with minimal safety/health hazard potential. May be requested to work a different shift. Physical Demands Must be able to remain in a stationary position at a desk and/or computer for extended periods of time. This position is classified as “in-office.” As an in-office role, it requires employees to work from a designated Carnival office in South Florida Monday through Thursday each week. Employees may work from their homes on Fridays. Candidates must be located in (or willing to relocate to) the Miami/Ft. Lauderdale area.
