This role serves as the primary point of accountability for relationships and contract performance with federal payers and agencies — including the Department of Veterans Affairs (VA), TRICARE/Department of Defense (DoD), Indian Health Service (IHS), and CMS-related federal programs — while ensuring the organization's operations remain fully compliant with federal pharmacy regulations, including 340B program requirements where applicable. Reports To Vice President of Operations / Chief Operating Officer Key Responsibilities Own end-to-end management of federal contracts (VA, TRICARE, IHS, FSS/Federal Supply Schedule pricing agreements) including negotiation, renewal, and performance monitoring Serve as primary liaison with federal agency contacts, contracting officers, and program administrators Develop and execute growth strategy for federal-sector specialty pharmacy business lines Regulatory Compliance & Risk Management Ensure operations meet all applicable federal requirements, including FAR/DFAR provisions, VA pharmacy regulations, TRICARE requirements, and 340B program integrity standards Partner with Legal and Compliance to monitor changes in federal pharmacy policy, healthcare legislation, and reimbursement rules that impact operations Lead internal and external audits related to federal contracts; manage corrective action plans as needed Maintain documentation and reporting required for federal contract compliance (e.g., pricing disclosures, utilization reports) Operational Leadership Oversee day-to-day operations of the team(s) supporting federal accounts, including order fulfillment, prior authorization support, and patient access workflows specific to federal beneficiaries Establish and monitor KPIs for federal account performance (fill rates, turnaround times, patient satisfaction, contract SLAs) Collaborate cross-functionally with Clinical, Managed Care, IT, and Finance teams to ensure seamless federal program execution Government Relations & Advocacy Represent the company in relevant industry associations and federal working groups Monitor federal legislative and regulatory developments (e.g., changes to 340B, CMS federal drug pricing initiatives) and advise executive leadership on implications Support responses to federal RFPs/RFIs in partnership with business development Build, mentor, and manage a team of federal operations specialists/account managers Establish training programs to ensure staff competency in federal program requirements Qualifications Required Bachelor's degree in Healthcare Administration, Business, Public Policy, or related field Experience in pharmacy operations, healthcare compliance, or federal healthcare contracting Past leadership/director-level role Demonstrated experience working with federal healthcare programs (VA, TRICARE, DoD, IHS, or CMS) Strong working knowledge of federal procurement regulations (FAR/DFAR) and pharmacy-specific compliance frameworks Excellent relationship management and negotiation skills with government stakeholders Preferred PharmD, MHA, MBA, or JD Specialty pharmacy or PBM industry background Familiarity with federal pricing programs Active relationships within VA/DoD pharmacy networks #J-18808-Ljbffr
