Job Description:

\n

The Survey Team Lead is responsible for overseeing all survey-related efforts within the North Carolina (NC) Division of Health Benefits (DHB) Quality, Population Health, and Evaluation (QPHE) Unit. The Survey Team Lead will:

\n

Work with the QPHE team and other stakeholders to:

\n

\n
• Identify when surveys are needed to meet evaluation requirements
\n
• Identify opportunities with partners to enhance the collection of evaluative data through both new and existing surveys
\n
• Develop effective surveys
\n
• Analyze survey data to develop high-quality, public-facing and internal reports
\n

\n

\n

This position will support survey-related efforts across all of QPHE’s portfolio. Where necessary, the Survey Team Lead will serve as a liaison to contractors (for example, the Sheps Center for Health Services Research at the University of North Carolina-Chapel Hill, whose contract includes an annual provider survey), other NC Department of Health and Human Services Divisions (for example, the Division of Mental Health, Developmental Disabilities and Substance Abuse Services), and external evaluators on issues related to survey design and development. This position is responsible for ensuring DHB has appropriate contracts and comprehensive scopes of work in current contracts to effectively carry out all survey activities. This position is responsible for procuring and overseeing enterprise survey platform technology. This position is responsible for overseeing, coaching/training, and delegating work to Survey Evaluator(s), Analyst(s), and Student Intern(s) on the Survey Team.

This position will administer the Division of Health Benefits’ Survey Platforms account, including:

\n

\n
• Leading the development of complex, high-profile surveys
\n
• Ensuring that the survey platform can be accessed and used by authorized DHB staff
\n
• Ensuring staff receive sufficient technical assistance to develop web-based surveys that meet their teams’ needs, and
\n
• Working with analytic staff to ensure that analyses that meet stakeholders’ needs are developed with the resulting data.
\n

Skills:

\n

\n
• Extensive experience:
\n
• Designing valid survey instruments
\n
• Designing relevant and specific survey samples
\n
• Collecting survey data – experience with multiple modalities (e.g., online, telephone, mail) preferred
\n
• Analyzing survey data
\n
• Writing up and presenting survey findings
\n
• Identifying and engaging with relevant and diverse internal and external stakeholder groups for various components of the survey process
\n
• Highly proficient with REDCap, Qualtrics, and/or similar online survey platforms
\n
• Highly proficient with Microsoft Office tools (Excel, Word, PowerPoint)
\n
• Experience using data visualization tools such as Tableau or PowerBI
\n
• Experience with statistical software such as Stata, SAS, or R preferred
\n
• Experience with contracting and procurement processes preferred
\n
• Demonstrated skill in creating and maintaining collaborative working relationships with internal and external stakeholders
\n
• Demonstrated ability to communicate complex material clearly and concisely both verbally and in writing
\n
• Demonstrated ability to collaborate across teams to accomplish organizational goals
\n

\n

Minimum Education and Experience: Bachelor’s degree from an appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience. Master’s degree in an associated discipline is preferred but not required.

\n

\n

Manager’s Preferences:

• Master’s degree in related discipline (e.g., public health, population health, statistics, public administration
\n
• Previous experience leading projects and teams
\n
• Familiarity with Medicaid and health care and associated rules, regulations, and standards
\n
• Knowledge and demonstrated experience in the calculation and analysis of population health delivery models, care delivery models, care management models, clinical program innovations, and system redesign
\n

\n

Expectations in the form of Goals and Tasks:

\n

Oversee the design, implementation, analysis, and reporting for:

\n

\n
• Consumer-facing surveys that produce Patient Reported Outcome Measures (PROMs) such as (but not limited to) CAHPS Surveys, HCBS CAHPS Survey, National Core Indicator Surveys (Intellectual/Developmental Disability and Aging and Disabled)
\n
• Provider Surveys
\n
• Initiative-specific surveys such as (but not limited to) Tailored Care Management, Traumatic Brain Injury Waiver, Pregnancy and Birth Outcomes, Sickle Cell Disease Non-Emergency Medical Transportation
\n
• Network Adequacy Validation activities including a Secret-Shopper call-study
\n

\n

\n

Provide subject matter support for:

\n

Annual Standard Plan Performance Comparison Tool, Annual Quality Report, Annual Access to Care Report, Annual Health Disparities Report, Access Monitoring Review Plan, and Quality Fact Sheet Series.

\n

Understand and stay up to date with CMS, NCQA, AHRQ, HEDIS, NASDDDS, and ADvancing States protocols, requirements, and guidelines for all survey activities.

\n
