Joining Customs & Border Protection will allow you to use your expertise to analyze and advise management on a wide range of program activities which will impact the total Customs Agency. This position starts at a salary of $106,437.00 (GS-13, Step 1) to $138,370.00 (GS-13, Step 10).

Mission Support Facilities (MSF) Division provides the facilities and associated infrastructure, facilities management, and sustainment to support CBP mission support office operations. As stewards of a large national portfolio of General Services Administration (GSA)-owned and CBP-owned infrastructure, MSF carefully balances resources to ensure the right facilities are planned and delivered at the right time to meet mission requirements.

Typical work assignments include:

• Supporting office operations through the analysis of program performance, workload, budget, and resource management data; develops recommendations to improve efficiency and effectiveness; and advises the Branch Chief on planning methodologies, policies, procedures, and organizational priorities.
• Developing, implementing, and monitoring management information systems and analytical tools that support short- and long-term planning as far as funding obligation for Procurement or GSA action, deadlines of securing and allocating required funds (annual, reimbursable, current or prior year), program execution, and performance tracking.
• Analyzing and evaluating expenditures, commitments, and funding trends.
• Providing recommendations to management to improve resource utilization such as swapping funds (annual and multi-year) or journal vouchers to free up funds for internal or external use.
• Assessing execution status of end of fiscal year funds sweep to notify Division Director of available fund to close out the fiscal year.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Analyzing program and financial data to evaluate resource utilization and financial data to evaluate resource utilization, identifying trends, and assess risks.
• Assessing funding requirements, expenditures, and execution status to develop recommendations that align resources with program objectives.
• Providing consultation and advisory services to leadership on program performance, funding strategies, organizational requirements, and the impact of proposed initiatives on mission execution.
• Coordinating with stakeholders across multiple organizational levels to resolve resource issues, support program objectives, and ensure effective execution of assigned initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/28/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP.
