MissionsThe CDL provides advisory services at three levels: regular according to annual deadlines, thematic based on current reforms, and personalized according to the needs of the communities. The missions of the CDL are carried out in synergy with the objectives set by the public management division (Division Conseil aux Décideurs Publics) and the issues raised by the SGC. Missions exercised by the CDL (and/or shared or in support of the SGC): budget and accounting advice, expenditure advice, revenue advice, financial advice, tax advice, economic and patrimonial advice.For all its missions (in its own or shared), the CDL will conduct expertise on the requests formulated by the communities. Depending on the needs it encounters and cannot resolve, it may rely on mutualization and exchanges with other CDLs, on the expertise of the SGC and DRFiP (Division Conseil aux Décideurs Publics including, notably, the SFDL, the correspondents for digitalization, the MRCDP for financial analysis, the division of legal affairs attached to the fiscal management pole, etc). The CDL of Is-sur-Tille intervenes on 2 communities of communes (CC): CC of the Valleys of the Tille and Ignon; CC Forests, Seine and Suzon; 48 communes; 24 ASA/AF; 9 syndicates. That is 116 budgets (BP+BA).Within the DGFIP, the job is calibrated as "Inspector Divisionnaire des Finances Publiques Classe Normale (IDIV CN)".For candidates/applicants civil servants, it will be necessary to hold an equivalent grade (principal attaché/principal attaché grade ad hoc equivalent). It intervenes on a perimeter of communities assigned to it and, as such, it is the preferred correspondent of the elected officials. It may also be requested to intervene on a perimeter other than that assigned, in reinforcement or expertise and it may be required to work in different workspaces depending on the trips:- within the accounting management service (SGC) of attachment located at 20 A rue Anatole France in Is-sur-Tille.- within the community of communes (COVATI).- at the DRFiP in a shared space with the other CDLs. The CDL, as a nomad, may carry out occasional work at its home, subject to the agreement of the departmental directorate (PGP/DCDP).
