Project Cost Analyst (Job Family)

Job Summary Provide integrated project cost management that seamlessly integrates project management methodology, processes, tools, techniques, and information management systems to manage project costs throughout the project life cycle. Relate other subsidiary project management systems with cost management; integrating cost management processes with scope, cost, schedule, quality, and risk management. Responsibilities Perform integrated cost initiation, cost planning, cost execution, cost monitoring, cost control, cost closure, and cost lessons learned within and between projects. Increase proficiency in cost analysis and integrated cost and schedule forecasting using quantitative risk management tools and techniques. Develop qualitative integrated project baselines that are used to effectively measure project performance and provide the ability to take corrective/preventive/predictive action. Apply the cost of quality to cost management. Apply integrated objective risk management to the project baselines to optimize project risk responses. Orchestrate contract commercial management, facilitate contract payments, conduct contract performance assessment and reporting, and perform initial contract performance analysis and commercial forecasting. Perform contract reviews relative to payment requirements and supporting documentation. Review and coordinate the management and utilization of project management guidelines, standards, processes, job aids, and tools. Integrate all project management subsidiary systems to improve project performance. Direct cost effort, tailor cost management processes, and create cost management tools/techniques. Provide continuous life-cycle cost estimating/forecasting with increased predictability. Manage the project budget and cost performance baseline. Evaluate manpower, labor hours, and labor cost requirements versus budget limitations, perform cost and schedule analysis, and make corrective/preventive recommendations. Maintain and manage project Estimate at Completion and recommend areas of improvement to stakeholders. Implement cost predictive (opportunity) actions. Perform standard and advanced project and special project cost reporting and produce cost reports as needed. Use schedule analysis techniques to optimize schedule and cost performance and identify corrective, preventive, and predictive project actions. Assist the project management team, Major Project managers, Director, and other stakeholders in retrieving cost management information and reporting. Apply integrated thinking to facilitate improved objective performance and utilize communication competence to drive effective project cost decision‑making. Qualifications High School Diploma and 3‑5 years of experience working in Microsoft Excel or equivalent, with responsibilities for data manipulation, integration, and subsequent report generation. Valid statewide driver license. Bachelor’s Degree in Business, Accounting, Finance, Construction Management, Engineering or related field plus 5 years of financial/cost management experience (preferred). Bachelor’s Degree and 7‑9 years of experience working in Microsoft Excel or equivalent, with responsibilities for data manipulation, integration, and subsequent report generation. Experience in large industrial capital project environments.
