At the City of Marinette, we welcome new talent! We are currently searching for our next Human Resource Specialist . In this important role, you will support the City’s departments and employees throughout the employee lifecycle, from recruitment and onboarding to benefits, leave administration, policies, and compliance. Your work will help ensure efficient human resource operations while providing professional and responsive service to employees and the public.

As a Human Resource Specialist, some of your responsibilities will include: guiding departments through the City’s hiring process; posting and advertising vacant positions; receiving and maintaining employment applications; coordinating pre-employment background checks, physicals, and drug screens; and ensuring hiring practices comply with applicable **Affirmative Action**, Equal Employment Opportunity, and Americans with Disabilities Act requirements. You will also coordinate the Police and Fire hiring process in conjunction with the Police and Fire Commission and maintain related records and files.

You will play an important role in welcoming and supporting new employees by completing required new hire paperwork, administering new employee orientation, and helping ensure employment documentation is completed in accordance with applicable federal and state laws. Additional responsibilities include researching job description matters, assisting with employee questions regarding policies and procedures, and updating Human Resources forms and the City’s Policies & Procedures Manuals.

This position will also coordinate several ongoing employee programs and services, including Family & Medical Leave, Annual Open Enrollment, and Department of Transportation random drug and alcohol testing. The Human Resource Specialist will maintain confidential personnel records, process invoices for submission to Finance, and assist with workers’ compensation, and unemployment matters. The Human Resource Specialist will also attend Personnel and License Committee meetings upon request and provide Human Resources support and information as needed.

Communication and public service are also important parts of this role. The Human Resource Specialist will answer employee and public inquiries or direct questions to the appropriate department or staff member. This position will also provide backup support to other clerical positions within the department and assist with additional duties as needed.

The successful candidate will be organized, detail-oriented, and able to manage multiple priorities in a fast-paced environment. This position requires discretion when handling confidential information, strong written and verbal communication skills, sound professional judgment, the ability to interpret policies, regulations, and other complex documents. The ideal candidate will be comfortable responding to sensitive questions or difficult situations while maintaining professionalism and positive working relationships with employees, department heads, the public, and other agency staff.

Qualifications:

Associate degree in Human Resources, or a related field; three years of experience in related field; a valid and acceptable driver’s license; and no felony convictions to satisfy various program and website access requirements. Candidates should have knowledge of applicable local, state, and federal laws, rules, and regulations, as well as general office procedures, computer software, and modern office equipment. Strong organizational and time-management skills, attention to detail, the ability to work independently, and the ability to collaborate effectively as part of a team are essential.

This is a full-time, non-exempt position with a starting wage of $26.27 per hour and a top wage of $30.91 per hour . The position reports to the City Mayor and works primarily in an indoor office environment. The role involves regular interaction with employees, department heads, the public, and other agencies, as well as occasional challenging or high‑pressure situations. Work outside of normal hours may be required when necessary.
