Harris County Universal Services is transforming the way the County does business and seeking a Business Analyst to join our team.
Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Harris County Commissioners Court, the County's governing body, directs a budget of more than $4 billion providing essential services including flood control, infrastructure, healthcare, housing, and justice administration.

Position Overview:
Works closely with senior & intermediate business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organization's architectural standards. Involved in the full systems life cycle to support capture and review of requirements documentation and analysis. Competent to work under the direction of more seasoned team members and adhere to project standards and guidelines. Consults with team members for review and accuracy of artifacts.
Requires a minimum of 2 years in experience in systems analysis and design. Exposure to development, quality assurance, and integration methodologies is a plus. Under general direction, formulates and defines systems scope and objectives based on both user needs and a good understanding of applicable business systems and industry requirements.
Job Duties:
Assist in gathering and documenting requirements from stakeholders.
Conduct basic process analysis and help identify improvement opportunities.
Support development teams with clarifications on documented requirements.
Create simple documentation such as use cases, flowcharts, or meeting notes.
Learn to use tools such as Azure DevOps, JIRA, or similar work tracking platforms.
Participate in user testing, data validation, and user acceptance processes.

Requirements
Education:
Associate Degree in Business, IT or related field.
Experience:
Two years of related experience.
Knowledge, Skill & Abilities:
Must possess excellent interpersonal and written/oral communication skills.
The ability to interact with various staff during project assignments.
Strong knowledge of personal computers and various software, specifically Microsoft Office.

Preferences
Education:
Bachelor's Degree in Computer Science, Information Systems, or another related field preferred.
Experience:
Local Government or Justice experience
Technical Writing experience
Knowledge of workflow diagramming and use case documentation
Exposure to Agile or Scrum Methodology
General Information
Position Type and Typical Hours of Work:
Regular Full-time | 40 hours a week
May be required to work more than forty hours during the workweek or on weekends when special projects or deadlines need to be met.
Working Conditions:
Travel required: Travel within Harris County to customer locations may be required.
Working from home: Employees are required to work on site a minimum number of 3 days or as needed.
Employment may be contingent on passing a drug screen and meeting other standards. Due to a high volume of applications positions may close prior to the advertised closing date or at the discretion of the Hiring Department.
