Job Summary Uses advanced contracts and grants concepts to manage high volume and high complexity transactions. May review and guide others in the review of financial and administrative management requirements of research contract and grant proposals, awards, and/or transactions to ensure compliance with institutional and sponsor policies. Works independently to assess complex grant, contract and subcontract transactions where analysis requires an in-depth evaluation of variable factors. May be eligible for delegated signature authority. May review and sign transactions for less experienced staff. May serve as a technical specialist in a particular area, such as federal contracts, state contracts, subcontracts or information systems. Responsibilities This position uses advanced skills as a seasoned, experienced research administrator to independently oversee and manage a diverse portfolio of federal, state, and private contracts and grants, including awards that may involve multiple investigators and multiple sub awards. Responsibilities include oversight of monthly Budget Status Reports (BSRs), payroll distributions, financial status reports, invoicing, recharge proposal and operations management, depreciation of equipment, and closeout reconciliations. This position will also oversee the annual budgeting process in PLUS for the PIs that they support, provide budget detail, analysis and recommendations to the Department Chair and Chief Administrative Officer to inform strategic decisions on new and existing programs, funding plans, etc. This requires monthly monitoring of a variety of funding streams and payroll distributions for Faculty, non‑Faculty Academics and Staff in the department and regularly coordinating with department HR to enter UC Path for payroll changes. In collaboration with the Office of Sponsored Research (OSR), this position also oversees the progress of outgoing proposals by providing budgetary and financial information and facilitating communications between principal investigators and OSR staff to ensure deliverables are met for proposal submission. This position also reviews compliance issues according to campus guidelines and Uniform Guidance. The incumbent will communicate both verbally and via written communication with internal and external individuals at all levels. Salary and Benefits The salary range for this position is $90,700 - $193,500 (Annual Rate). Department Description The Department of Clinical Pharmacy is a multi‑faced department with centers, laboratories, and educational programs with many locations at UCSF (Parnassus, Mission Bay and ZSFG) and throughout the state. It is home to a number of functional units, including the Center for Translational and Policy Research on Personalized Medicine (TRANSPERS), Drug Research Unit (DRU), Medication Outcomes Center (MOC), and the California Poison Control System (CPCS). The department also delivers a substantial portion of the Doctor of Pharmacy curriculum at UCSF. Required Qualifications Bachelor's degree in related area and / or equivalent experience / training Minimum 5 years of related experience Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration Extensive knowledge of program administration guidelines of Federal and non‑Federal sponsors supporting research and educational activities, preferably in a university environment Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc. Ability to manage high volume and complex transactions under tight deadlines Ability to perform highly complex financial analysis and customized reporting Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements Demonstrated knowledge of effective fund management processes, procedures and techniques. Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor‑specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration. Ability to interpret policy for others. Advanced knowledge of effective grant funding processes, procedures and techniques Advanced ability to create and train grant writing and other communications skills in a variety of styles to ensure securing grant funding required Strong writing skills in a variety of styles to draft persuasive text for a variety of audiences Ability to effectively present complex financial information both verbally and in writing in a clear and concise manner. Strong interpersonal skills at all levels within the organization; advanced critical thinking skills; and attention to detail.
