Position Summary:

Under the supervision of the Operations Manager for Transportation Services, this position is responsible for managing/overseeing the entire County fleet including but not limited to diagnosis and inspection of vehicles, maintaining a fleet software program, preparing and tracking work orders, overseeing and matching up invoices to actual work performed from outside vendors. In addition, performs and tracks vehicle preventative maintenance and repair activities to include inspections, road testing, and replacing/rebuilding of all types of vehicle equipment.

Pay Rate Information:

The Fleet Manager position is a non-union position and starting pay is $26.29/hr . This position is eligible for step pay increases within our Non-Union Grade 6 wage scale. Top end of the current wage scale for this position is $33.31/hr .

Essential Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties, which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

1. Manages the County fleet by working directly with County departments and outside vendors to determine course of necessary repairs including tracking and verifying repairs.
2. Inspects each County owned vehicle as scheduled to assess and determine current vehicle condition and what additional repairs may be necessary to be sent to an approved/contracted vendor.
3. Oversees work performed by outside vendors including on-site inspections.
4. Adjusts and repairs automotive/bus equipment using hand tools, power tools, and testing equipment.
5. May perform motor tune-ups on all types of automotive vehicles and buses, may perform lubrication, oil, and filter changes on vehicles. May perform minor diagnostic repairs.
6. Repairs and/or replaces/installs defective electrical and mechanical components as necessary including, but not limited to, lights, switches, minor body repairs, wheel chair lifts, and video equipment.
7. Prepares vehicle inspection reports, records, documentation of work performed or repair orders, and forwards the same to the office assistant for data entry into the fleet maintenance program.
8. Utilizes the fleet management software and Microsoft software programs to prepare reports and manage fleet records.
9. Coordinates repair and maintenance bids and quotes from vendors.
10. Attends conferences, workshops, and seminars as appropriate.
11. Assists the Director with the evaluation of new or prospective fleet vehicles and alternative fuel vehicles.
12. Prepares daily and weekly calendars for scheduling of workload, as well as communicating to different departments what vehicles are scheduled for what day.
13. Conducts vehicle inspections. Records and documents work performed.
14. Installs many different parts to vehicles as needed. Inputs data and work performed into computer.
15. Reviews current work orders as well as prior work orders. Obtains price quotes from vendors on work to be performed.
16. Performs all other duties as assigned.

Requirements include the following:

• High school diploma or GED plus additional vocational or college-level coursework in mechanical or maintenance repair or related field and five years of progressively more responsible experience as a mechanic or performing maintenance repair.
• The County, at its discretion, may consider an alternative combination of formal education and work experience.
• Certification as a State of Michigan Master Auto Mechanic.
• Michigan Commercial Driver's License - Class C with passenger endorsement.
• Thorough knowledge of the principles and practices of maintaining a fleet with a variety of vehicle classes.
• Considerable knowledge of vehicle engines, automotive electrical components, transmissions, brakes, and other components of automotive equipment, performing minor repairs on vehicles, evaluating and diagnosing vehicle maintenance and repairs, ensuring repairs are performed by outside vendors properly, creating and maintaining accurate and detailed records, and ensuring vehicles comply with Federal Transit Administration and Michigan Department of Transportation guidelines, rules, and regulations.
• Skill in the use of a variety of automotive repair tools and diagnostic equipment.
• Skill in the use of office equipment and technology, including Microsoft Suite applications, fleet management software and other software applications utilized by L.E.T.S.
• Skill in assembling and analyzing data and preparing accurate reports.
• Skill in effectively communicating ideas and concepts orally and in writing.
• Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with County employees, contractors to the County, representatives of other governmental units, professional contacts, elected officials, and the public.
• Ability to assess situations, solve problems, work effectively under stress, within deadlines, and in emergency situations.

While performing the duties of this job, the employee is frequently required to stand, sit, walk, climb, use hands and fingers, talk, hear and view, and create written documents. The employee uses hand strength to grasp tools and may climb ladders. The employee is frequently required to reach with hands and arms, such as to operate and repair vibrating machinery, use wrenches, hand tools, etc. and operate motorized equipment and vehicles. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, as needed, for employees required to lift or move objects that exceed this weight.
